PROCEEDINGS OF THE WASHINGTON COUNTY BOARD OF SUPERVISORS MEETING
TUESDAY, AUGUST 27, 2024

At 9:00 a.m. Chairperson Richard Young called to order in regular session a meeting of the Washington County Board of Supervisors which took place in the Washington County Courthouse. Items on the agenda included the following: Pledge of Allegiance; approval of agenda; public comment related to agenda items; approval of amendment to FY25 Secondary Roads Five-Year Road Program; personnel change requests – Ambulance; discussion and action regarding ballot language related to the establishment of Emergency Medical Services (EMS) as an Essential Service in Washington County; department head comment; adjourn. Supervisors Bob Yoder, Jack Seward Jr., Marcus Fedler, and Stan Stoops were also present.
Other individuals in attendance included Kalen McCain with the SE Iowa Union along with Board of Supervisors Administrative Assistant Amber Williams, Deputy Auditor Tammy Stewart, County Attorney Nathan Repp, Ambulance Director Jordan Wright, and citizens Barb Simon and Mary Ann Parton.
All motions were passed unanimously unless noted otherwise.
Stoops led the individuals assembled in reciting the Pledge of Allegiance.
On motion by Seward, seconded by Fedler, the Board voted to approve the agenda as published.
There was no public comment.
The Board held no discussion and took no action regarding approval of an amendment to the FY25 Secondary Roads Five-Year Road Program.
On motion by Yoder, seconded by Seward, the Board voted to acknowledge, and authorize the Chairperson to sign, a personnel change request from Washington County Ambulance Services for the hiring of Chelsi Toeun as a non-exempt casual part-time Paramedic effective August 29, 2024, at the rate of $38.11 per hour.
On motion by Seward, seconded by Fedler, the Board voted to acknowledge, and authorize the Chairperson to sign, a personnel change request from Washington County Ambulance Services for the hiring of Brandee Kleopfer as a non-exempt casual part-time Paramedic effective September 5, 2024, at the rate of $33.78 per hour.
On motion by Fedler, seconded by Yoder, the Board voted to acknowledge, and authorize the Chairperson to sign, a personnel change request from Washington County Ambulance Services for the hiring of Michael McElmeel as a non-exempt casual part-time Paramedic effective September 5, 2024, at the rate of $38.11 per hour.
The Board learned from Fedler that as a result of new legislation passed by the Iowa Legislature during its 2024 session the process for establishing Emergency Medical Services (EMS) as an Essential Service had been revised which resulted in the addition of additional steps to the original process laid out in earlier legislation. According to Fedler the revision went unnoticed until the previous week when efforts to finalize ballot language were being completed and as a result it was unlikely that all of the necessary steps could be completed in enough time to include the measure on the November 5, 2024, General Election ballot. Auditor Dan Widmer reminded that the time to order ballots from the printer was approaching very quickly. While various other possible election dates were discussed the Board took no formal action.
There was no department head comment.
At 9:15 a.m. on motion by Seward, seconded by Fedler, the Board voted to adjourn.
