WASHINGTON COUNTY, IOWA
REGULAR MEETING OF TUESDAY, AUGUST 13, 2024

At 9:00 am Chair Richard Young called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: personnel change request–Communications; personnel change request–Ambulance; personnel change request–Environmental Health; appointment to Magistrate Appointment Commission; establish time, date, and location for a public hearing re: to proposed Washington County Wind Ordinance 24-02; Res. 24-29 re: to release of road right-of-way; discussion/action on bridge replacement options for Larch Avenue & Orange Avenue; acknowledgement of dump truck purchase by Secondary Roads Department; discussion/ action re: designation of Emergency Medical Services (EMS) as an Essential Service; official canvass of the August 6, 2024, Washington County Special City Elections in the City of Brighton and the City of Washington. Supervisors Bob Yoder, Jack Seward Jr., Stan Stoops, and Marcus Fedler were also in attendance.
All motions were passed unanimously unless noted otherwise.
, The Board voted to approve the agenda as published.
, During the public comment portion of the meeting Citizens Richard Stout and Perry Schnicker informed the Board that at the present time a bridge on Larch Avenue is impassible and urged the Board to take steps to correct the situation. Suggestions to solve the problem included installation of a concrete box culvert to replace the existing bridge, installation of a used railroad box car as a means of bridge support, or repairing the existing bridge structure. Stout voiced opposition to designating a portion of Larch Avenue as a Class C road as well as installing a gate for the purpose of preventing access to the existing bridge. Schnicker opined that a low water crossing would be troublesome and explained that such a crossing would force him to navigate a sharp turn in order to access his field when pulling farm equipment with his tractor. The Board took no action.
, The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Communications for the hiring of Michelle Martin as a FT non-exempt Dispatcher effective August 14, 2024, at the rate of $27.85 per hour for 1st shift duties, $28.20 for 2nd shift duties, and $28.35 for 3rd shift duties.
, The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Washington County Ambulance Services for Chad Smothers final day of employment occurred July 29, 2024.
, The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Environmental Health for Environmental Health Specialist Cindy Rico Chavez who will move from FT non-exempt status to temporary non-exempt status eff. August 19, 2024.
, The Board voted to appoint Sue Basten to fill an unexpired term on the Washington County Magistrate Appointment Commission that ends December 31, 2026.
, The Board voted to establish 9:15 am on September 3, 2024, in the Supervisor’s Chambers at the Washington County Courthouse as the time, date, and location for a public hearing related to proposed Washington County Wind Ordinance 24-02.
, The Board voted by way of roll call vote to approve Res. 24-29 and authorize the Chair to sign Res. 24-29.
, Thorius provided information as to a one-vehicle accident that involved a dump truck which was deemed as a total loss as a result of the accident. The County’s property and casualty insurance carrier, Iowa Communities Assurance Pool (ICAP), has investigated the matter and has offered an insurance settlement offer in the amount of $180,000.00. However, Thorius stated that his research has led him to believe that $200,000.00 is more realistic and thus he is working with ICAP in an effort to settle the matter in a mutually agreeable manner
, Thorius shared that in reviewing the three chassis bids he identified some discrepancies and due to the small difference in the two lowest bids he felt compelled to complete additional research and verification in order to make certain that each bid was fairly and completely evaluated and also that all components of the bid specifications were addressed. Board discussion took place and eventually on motion the Board voted to acknowledge the purchase of a new dump truck to replace a dump truck deemed a total loss as a result of an accident.
, The Board undertook discussion regarding options for bridge repair and/or replacement options for bridges on Larch Avenue and Orange Avenue in Marion Township. Thorius summarized the various options and reminded that he must prioritize and make decisions based on factors that include such things as county traffic patterns, estimated project costs, and sources of funding. Discussion continued until ultimately on motion the Board voted to direct Thorius to make repairs to the Larch Avenue river crossing by utilizing a used railroad tank car. After a brief discussion on motion the Board voted to direct the County Engineer to proceed with the task of improving the abutments and pilings as well as replacing the wooden deck on Orange Avenue.
, The Board voted to proceed with preparing a resolution that if passed by the Supervisors would result in the question of designating Emergency Medical Services as an Essential Service in Washington County being placed on the November 5, 2024, Washington County General Election ballot.
, The Board voted to accept as official the results of the canvass of the August 6, 2024, Washington County Special City Elections for the City of Brighton and for the City of Washington.
At 10:20 am the Board voted to adjourn.
