Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:00 a.m. Members present: V Fixmer-Oraiz, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan. Members absent: Jon Green.
All actions were taken by the following vote: Roll call: Aye: Fixmer-Oraiz, Green-Douglass, Porter, Sullivan; Absent: Green.

Motion by Green-Douglass, second by Porter, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Fixmer-Oraiz, second by Porter, to approve the applications for alcohol license from 380 BP and Cedar Ridge Distillery as contained in the agenda packet of this meeting.
Motion by Green-Douglass, second by Porter, to receive and place on file the Clerk’s Report of Fees Collected for the month of July 2024, in the amount of $37,883.20, as submitted by Clerk of District Court Alison Meade.

AN ORDINANCE AMENDING THE JOHNSON COUNTY UNIFIED DEVELOPMENT ORDINANCE BY CHANGING THE CLASSIFICATION OF CERTAIN PROPERTY FROM A-AGRICULTURAL TO C-Ag-AGRI-BUSINESS
Summary: The purpose of this ordinance is to amend the Johnson County Unified Development Ordinance by changing the classification of the real estate described below from Agricultural to C-Ag-Agri-Business located in Clear Creek Township and comprised of approximately 6.70 acres to wit:
DESCRIPTION
Being a part of the Southeast 1/4 of the Northeast 1/4 of Section 30, Township 80 North, Range 7 West of the 5th P.M., Johnson County, Iowa and is described as: Commencing at the East 1/4 corner of Section 30, Township 80 North, Range 7 West; thence N 01°03’16” W along the East line of the Northeast 1/4 of said Section30, a distance of 752.76 feet; thence N 81°08’14” W along the Southerly line of U.S. Highway No. 6 and its extension thereof, a distance of 449.90 feet; thence Northwesterly along said Southerly line 124.45 feet along the arc of a 1507.40 foot radius curve, concave Northeasterly, whose 124.41 foot chord bears N 78°46’19” W to the Northwest corner of Auditor’s Parcel 2020007 as is recorded in Plat Book 64 on page 195 in the office of the Johnson County Recorder, being the Point of Beginning; thence S 01°16’59” E along the West line of said Auditor’s Parcel 2020007, a distance of 369.76 feet to a point on the South line of a Plat of Survey as is recorded in Plat Book 13 on page 73 in the office of the Johnson County Recorder; thence S 88°52’15” W along said South line, a distance of 876.57 feet to the Southwest corner of said Plat of Survey; thence N 01°21’11” E along the West line of said Plat of Survey, a distance of 265.68 feet to the Northwest corner of said Plat of Survey; thence N 88°54’06” E along the Northerly line of said Plat of Survey, a distance of 372.06 feet; thence N 48°36’27” E along said Northerly line, a distance of 306.27 feet to a point on said Southerly line of U.S. Highway No. 6; thence S 67°07’48” E along said Southerly line, a distance of 30.97 feet; thence Southeasterly along said Southerly line 244.07 feet along the arc of a 1507.40 foot radius curve, whose 243.80 foot chord bears S 71°46’06” E to the Point of Beginning containing 6.70 acres is hereby changed from A-Agricultural to C-Ag-Agri-Business. Summary: The purpose of this ordinance is to amend the Johnson County Unified Development Ordinance by changing the classification of the real estate described below from A-Agricultural to R-Residential in Union Township and comprised of approximately 1.65 acres to wit:
DESCRIPTION
Being a part of the Southeast 1/4 of the Northeast 1/4 of Section 17, Township 79 North, Range 7 West of the 5th P.M., Johnson County, Iowa and is described as follows: Commencing at the East 1/4 corner of Section 17, Township 79 North, Range 7 West; thence N 00°57’06” W along the East line of the Northeast 1/4 of said Section 17, a distance of 894.91 feet; thence S 89°02’54” W, a distance of 33.00 feet to a point on the West right of way line for Ivy Avenue SW, being the Point of Beginning; thence continuing S 89°02’54” W, a distance of 198.02 feet; thence N 00°57’06” W, a distance of 138.94 feet; thence N 89°02’54” E, a distance of 33.87 feet; thence N 00°57’06” W, a distance of 104.83 feet; thence N 44°02’54” E, a distance of 14.14 feet; thence N 00°57’06” W, a distance of 166.84 feet to a point on the North line of the Southeast 1/4 of the Northeast 1/4 of said Section 17; thence N 89°45’11” E along said North line, a distance of 154.17 feet to a point on said West right of way line for Ivy Avenue SW; thence S 00°57’06” E along said West right of way line, a distance of 418.72 feet to the Point of Beginning containing 1.65 acres is hereby changed from A-Agricultural to R-Residential. RESOLUTION NO. 08-15-24-01
RESOLUTION APPROVING THE SITE PLAN SUBMITTED BY HAJEK REALTY COMPANY, LLC, FOR THE PROPERTY LOCATED AT 2698 RESERVOIR DR NW
Summary: Application PZC-24-28554 was filed for Site Plan approval to build a warehouse and commercial condominium on the parcel addressed as 2698 Reservoir Dr NW, North Liberty. The site plan has been reviewed by the County Engineer, County Public Health, and County Planning, Development, and Sustainability Departments, and conforms with the Unified Development Ordinance. Board Action: Resolved that said Site Plan be approved, and authorize the Zoning Administrator to issue permits for this site in accordance with the standards set forth in the Johnson County Unified Development Ordinance. Motion by Porter, second by Fixmer-Oraiz, to approve Resolution No. 08-15-24-01 effective August 15, 2024.
Motion by Fixmer-Oraiz, second by Porter, to appoint Erin Shane as County Auditor, to serve for the tenure set forth in and otherwise in conformance with Iowa Code Section 69.14A(2).
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the approve the Fiscal Year 2025 Economic Development Grant Agreements between the Johnson County Board of Supervisors and the following entities:
1. Center for Worker Justice of Eastern Iowa, Iowa City, an amount not to exceed $57,416
2. Dream City, Iowa City, an amount not to exceed $38,680
3. Immigrant Welcome Network of Johnson County, Iowa City, an amount not to exceed $44,500
4. Swisher Economic Alliance, Swisher, an amount not to exceed $5,000
5. Wright House of Fashion, Iowa City, an amount not to exceed $40,000
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the approve the Fiscal Year 2025 Quality of Life Grant Agreements between the Johnson County Board of Supervisors and the following entities:
1. Bur Oak Land Trust, Iowa City, an amount not to exceed $23,760
2. Houses into Homes, Coralville, an amount not to exceed $20,900
3. IC Compassion, Iowa City, an amount not to exceed $22,400
4. Iowa City Bike Library, Iowa City, an amount not to exceed $30,000
5. Iowa City Sober Living: A Recovery Home for Women, Iowa City, an amount not to exceed $2,500
6. Johnson Clean Energy District, Iowa City, an amount not to exceed $5,000
7. Johnson County Chapter of Pheasants Forever, Chapter No. 230, an amount not to exceed $5,000
Motion by Porter, second by Green-Douglass, to approve the American Rescue Plan Act Subrecipient Agreement with Greater Iowa City Inc., Iowa City, for the Child Care Wage Enhancement Program in an amount not to exceed $82,000.
