FORMAL MEETING MINUTES
APRIL 17, 2024
Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 5:31 p.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.

Convened Public Hearing at 5:31 p.m. on the Johnson County Budget Estimate for Fiscal Year 2025 (FY25), in accordance with Section 331.434 of the Iowa Code. Finance Director Dana Aschenbrenner provided budget highlights, information about historical taxable value growth, tax increment financing bonding and debt strategy, and estimated FY25 property tax bills for select districts. Residents Ninoska Campos, Angel Soto, Karen Reyes, Petra Mujica, and Julio Salinas shared their experiences living in Johnson County and concerns with recent anti-immigrant state legislation. They requested the Board dedicate additional funding to immigrant services, affordable housing, protective status for immigrants, legal services, children with disabilities, and health services. Convened Public Hearing at 6:21 p.m. on the County proposing to enter into a SEATS/Secondary Roads Solar Array Buyout Loan Agreement in a principal amount not to exceed $15,000, for the purpose of paying costs, to that extent, of purchasing the solar array associated with the SEATS/Secondary Roads shop building. The Board confirmed the need to identify the new company for this buyout, as the former company went out of business. No one from the public spoke. Public Hearing closed at 6:22 p.m.
Convened Public Hearing at 6:22 p.m. on the County proposing to enter into a Peace Officer Communication Equipment Loan Agreement in a principal amount not to exceed $650,000, for the purpose of paying costs, to that extent, of acquisition of peace officer and other emergency services communication equipment and systems.
