Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:00 a.m. Members present: V Fixmer-Oraiz, Lisa Green-Douglass, and Rod Sullivan. Members absent: Jon Green and Royceann Porter.
Unless otherwise noted, all actions were taken by the following vote: Roll call: Aye: Fixmer-Oraiz, Green-Douglass, Sullivan. Members absent: Green, Porter.

HISTORIC PRESERVATION MONTH
MAY 2024
Summary: Historic preservation is an effective tool for promoting sustainable development, revitalizing neighborhoods, fostering local pride, promoting tourism, and maintaining community character. The Johnson County Historic Preservation Commission is committed to preserving sites and districts of historical significance in Johnson County. Board Action: The Board proclaimed May 2024 as Historic Preservation Month in Johnson County and encourage residents to take this opportunity to learn more about our historic resources, and to support the efforts of those who work tirelessly to preserve and interpret our historic buildings, sites, and landscapes. Motion by Green-Douglass, second by Fixmer-Oraiz, to approve Proclamation No. 05-02-24-01. Johnson County Historic Preservation Commission Chairperson Mitch Thompson spoke.

FOSTER CARE MONTH
MAY 2024
Summary: Foster care plays a vital role in providing safe and nurturing environments for children and youth in need. Johnson County recognizes the important role that people from all parts of child welfare play in supporting children, youth, and families. Board Action: The Board proclaimed May, 2024, as Foster Care Month in Johnson County, Iowa, and urged residents to recognize the significance of foster care and honor the individuals and organizations committed to improving the lives of children and youth in foster care. Motion by Green-Douglass, second by Fixmer-Oraiz, to approve Proclamation No. 05-02-24-02. The following persons spoke: Board Office Media Production and Technology Specialist J.J. Johnson, Iowa Department of Health and Human Services employees Amy Howell and Matt Majewski, and Four Oaks employee Lindsey Phillips.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the claims on the Auditor’s Claim Register for May 2, 2024.

Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the minutes of the Formal Meeting of April 25, 2024.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
RESOLUTION NO. 05-02-24-01
RESOLUTION APPROVING THE SITE PLAN SUBMITTED BY STEVE ROHRET, FOR THE PROPERTY LOCATED AT 4007 COSGROVE RD SW, OXFORD
Summary: Application PZC-24-28498 was filed for site plan approval to build a new commercial condominium building at 4007 Cosgrove Rd SW. The Planning, Development and Sustainability and Secondary Roads Departments recommended the Board waive certain Unified Development Ordinance requirements for this site plan. Board Action: Resolved that 1) said Site Plan be approved, including a waiver of required overstory landscaping in both front yards and a waiver to reduce the required 20-foot side-bufferyard requirement and authorize a 10-foot side bufferyard with a solid privacy fence and landscaping, as shown on the proposed Site Plan; and 2) The Zoning Administrator is authorized to issue permits for this site in accordance with the standards set forth in the Johnson County Unified Development Ordinance. Motion by Green-Douglass, second by Fixmer-Oraiz, to approve Resolution No. 05-02-24-01.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve a Right-Of-Way Contract with Kerry Harger, for a culvert replacement on Sharon Center Road SW, known as Project LFM-M-25-2xx7X52, in the amount of $1,760.00.
Motion by Green-Douglass, second by Fixmer-Oraiz, to set a bid letting date of Tuesday, June 4, 2024, for Project LFM-M-25-2—7X-52 and authorize the Auditor to publish the Notice to Bidders.
Motion by Green-Douglass, second by Fixmer-Oraiz, to set a public hearing on the Fiscal Year 2024 Spring Budget Amendment, for May 23, 2024, at 9:00 a.m. at the Health and Human Services Building and authorize the Auditor to publish the notice of public hearing.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the service agreement with Online Solutions LLC (CitizenServe), Tempe, AZ, for the replacement of permitting software, as contained in the agenda packet of the meeting.
