BOARD OF SUPERVISORS
WASHINGTON COUNTY, IOWA
REGULAR MEETING OF TUESDAY, FEBRUARY 13, 2024

At 9:00 am Chair Richard Young called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: Res. 24-04 to fix a date for a public hearing on a proposal to enter into General Obligation Loan Agreements and to borrow money thereunder; personnel change requests– Secondary Roads; personnel change request–Communications; discussion/action re: Assistant Information Technology Director job description; appointment of various commission, board, and committee members. Supervisors Jack Seward Jr., Marcus Fedler, Bob Yoder, and Stan Stoops were also present.
All motions were passed unanimously unless noted otherwise.
The Board voted to approve the agenda after the following item was deleted: Res. 24-04 to fix a date for a public hearing on a proposal to enter into General Obligation Loan Agreements and to borrow money thereunder.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Secondary Roads for full-time non-exempt Equipment Operator Paul Stumpf final day of employment will occur February 16, 2024.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Secondary Roads for FT non-exempt Equipment Operator Scott Gerot a step increase in compensation to $26.11/hr. eff. January 25, 2024.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Secondary Roads for FT non-exempt Equipment Operator Michael Boshart a step increase in compensation to $26.11/hr. eff. January 31, 2024.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Secondary Roads for FT non-exempt Equipment Operator Logan Hesser a step increase in compensation to $26.11/hr. eff. January 25, 2024.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Secondary Roads for FT non-exempt Parts Service Technician Mike Roush a step increase in compensation to $25.12 /hr. eff. January 25, 2024.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Communications for the hiring of Elizabeth Wade as a FT non-exempt Dispatcher eff. March 4, 2024, at the rate of $23.25/hr. for 1st shift duties, $23.60/hr. for 2nd shift duties, $23.75/hr. for 3rd shift duties and eff. July 1, 2024, $24.18/hr. for 1st shift duties, $24.53/hr. for 2nd shift duties, and $24.68/hr. for 3rd shift duties.
The Board approved a job description for the position of Assistant Information Technology Director. During the time for discussion prior to the vote Fedler opined that the job description should be reviewed by members of the Iowa Counties Information Technology (ICIT) group prior to formal Board approval. In response to Fedler Sheriff Jared Schneider pointed out the existence of language in the proposed job description stating that the Assistant Information Technology Director will “Perform other duties as assigned” which Schneider said would address job responsibilities not specifically addressed elsewhere in the document. While agreeing with Fedler re: the need for ICIT to review the proposed job description Seward stated that he was none the less comfortable with approving the document as presented and added that modifications could be made in the future. Asst. Information Technology (IT) Administrator Kyle Evans noted that the proposed job description was based on a template provided by the ICIT while Young stated he had conversed with ICIT member Joel Rhone regarding the proposed job description during the previous week and Rhone expressed no concerns. Finally, it was noted that on January 31, 2024, a draft copy of the proposed job description had been forwarded to all members of the County IT Committee, whose membership includes Fedler, for review. Young called for a vote re: the motion on the floor and the vote passed as follows: Aye-Young, Seward, Stoops, Yoder; Nay-Fedler.
The Board voted to appoint Mike Zahs and James Cuddeback to separate three-year terms on the Washington County Historic Preservation Commission with each term ending on December 31, 2026.
At 9:30 am the Board voted to adjourn.
