BOARD OF SUPERVISORS
WASHINGTON COUNTY, IOWA
REGULAR MEETING OF TUESDAY, JANUARY 30, 2024

At 9:00 a.m. Chair Richard Young called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: Washington County Wind Ordinance; approval of Quit Claim Deed for real estate located in rural Washington County; personnel change request–Ambulance; personnel change requests–Public Health; application for Class C Retail Alcohol License-Wooden Wheel Vineyards, LLC; Res. 24-02 re: Approval of G36 HMA Paved Shoulders Project and Authorization for County Engineer to Sign Contract Documents in Doc Express related to this project. Supervisors Jack Seward Jr., Marcus Fedler, Stan Stoops, and Bob Yoder were also present.
All motions were passed unanimously by those Supervisors in attendance unless noted otherwise.
The Board voted to approve the agenda as published.
The Board renewed discussion re: a draft Washington County Wind Ordinance and in particular with regard to language calling for wind turbines to be located no less than one-half mile from habitable structures. The Board also discussed the potential impact of wind turbines on property valuations as well as the need for licensed appraisers to perform evaluations and also who would bear the responsibility for such appraisals. Another discussion point was the potential negative impact on county roads caused by increased traffic and who would bear the financial responsibility for repair costs. The Board took no formal action.
The Board voted to approve, and authorize the Chair to sign, a Quit Claim Deed to Robert W. and Carole B. Winkleback for an irregular 1.28 tract of land located in Section 2, Township 77 North, Range 6 West.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Ambulance Services for FT non-exempt Emergency Medical Technician Tonia Rebling rate of pay will increase to $30.33 per hour eff. January 25, 2024, to coincide with Rebling moving from Level L2 to Level L3.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Public Health for FT non-exempt Home Health Program Assistant Maxine Hervey rate of pay will increase to $23.79 per hour eff. January 25, 2024, to coincide with Hervey reaching 11 years of service.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Public Health for FT exempt Public Health Administrator Emily Tokheim rate of pay will increase to $23.79 per hour eff. January 25, 2024, to coincide with Tokheim reaching 2 years of service.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Public Health for FT non-exempt Health Care Aide Bonnie Lins rate of pay will increase to $22.69 per hour eff. June 4, 2024, to coincide with Lins reaching 11 years of service.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Public Health for FT non-exempt Health Care Aide Irene McDowell rate of pay will increase to $22.69 per hour eff. January 25, 2024, to coincide with McDowell reaching 11 years of service.
The Board voted to approve an application for renewal of a Class C Retail Alcohol License from Wooden Wheel Vineyards, LLC, Keota, Iowa, for the period of February 15, 2024, to February 14, 2025. Sheriff Jared Schneider expressed no issues with the application.
The Board voted by way of roll call vote to approve Res. 24-02 and authorize the Chair to sign Res. 24-02.
At 10:01 a.m. the Board voted to adjourn.
