BOARD OF SUPERVISORS
WASHINGTON COUNTY, IOWA
REGULAR MEETING OF TUESDAY, DECEMBER 12, 2023
At 9:00 am Chair Bob Yoder called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: East Central Iowa Housing Trust Fund and FY25 funding request; Washington Economic Development Group (WEDG) presentation and FY25 funding request; Monthly report–WEMIGA Waste Management; FY25 compensation for elected officials; FY25 compensation for non-elected officials. Supervisors Jack Seward Jr., Marcus Fedler, Bob Yoder, and Stan Stoops were also present.
The Board voted to approve the agenda as published.
During the public comment portion of the meeting Emergency Management Director Marissa Reisen acknowledged and thanked Washington Economic Development Group (WEDG) Executive Director Mary Audia for her assistance with relief efforts for individuals affected by the March 31, 2023, tornados that affected various citizens of Washington County.
Tracey Achenbach, Executive Director of the East Central Iowa Housing Trust Fund (ECIHTF), addressed the Board and described ECIHTF as a 501(c)(3) community-based non-profit organization dedicated to improving the quality of life for individuals by offering innovative and flexible funding in order to expand affordable housing opportunities within the four counties of Washington, Benton, Iowa, and Jones. For FY25 Achenbach requested funding from Washington County in the same amount ($4,754.00) as provided by Washington County for the current fiscal year. According to Achenbach this figure is based on the population of Washington County as a percentage (26.41%) of the entire population of the four counties with that figure multiplied by $18,000.00 which is the minimum local match needed for the state application. Washington Economic Development Group (WEDG) Executive Director Mary Audia provided a report of the many and varied activities in which WEDG was involved in during calendar year 2023. The list included business retention and expansion efforts, workforce development, housing initiatives, child care expansion, and community support for various other projects. For FY25 Audia requested $21,000.00 in funding assistance from Washington County which is identical to the amount provided by Washington County for the current fiscal year. The Board took no formal action regarding the request. The complete report is available for review in the Auditor’s office.
Lynn Whaley of WEMIGA Waste Management (WEMIGA) presented a report that detailed WEMIGA activities for the first eleven months of calendar year 2023. Discussion was held regarding the possible purchase of a compactor to be used for comingled recycling. The Board took no formal action. The Washington County Compensation Board met on December 5, 2023, and for FY25 recommended a 4.0% increase in compensation for elected officials and a 0% increase in the stipend paid to the Board of Supervisors Chair. The Board held a brief discussion regarding the recommendation but took no formal action.
The Board held no discussion and took no action regarding FY25 compensation for non-elected County employees.
During the department head comment portion of the meeting Auditor Dan Widmer reminded that Ordinance 23-1 related to the special valuation of wind energy conversion property received Board approval on October 11, 2023. Widmer recommended the Board take the steps necessary to approve another ordinance related to the establishment of guidelines for the siting, construction and operation of wind energy conversion property in Washington County.
