REGULAR MEETING OF TUESDAY, APRIL 9, 2024

At 9:18 am Chair Richard Young called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: Res. 24-14 for the approval of a Bond Purchase Agreement for the sale of General Obligation County Purpose Bonds, Series 2024A; personnel change request–Information Technology; acceptance of Engineer’s Report re: Proposed 140th St Secondary Road Assessment District; setting of Hearing Date and Time for Proposed 140th St Secondary Road Assessment District; approval of Washington County Secondary Roads Department FY25 Five-Year Road Construction Plan; approval of Washington County Secondary Roads Department FY25 Iowa Department of Transportation Budget; personnel change requests–Secondary Roads; application for Secondary Road Use Permit–Iowa Gravel Series/Kalona Horseshoe; Information Technology funding for South Iowa Area Crime Commission Service Agency (SIACC). Supervisors Jack Seward Jr., Marcus Fedler, and Stan Stoops were also present. Supervisor Bob Yoder participated remotely.
All motions were passed unanimously unless noted otherwise.
The Board voted to approve the agenda as published.
The Board voted by way of roll call vote to approve Res. 24-14 and authorize the Chair to sign Res. 24-14.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Information Technology for the hiring of Dustin L. Flake as a FT non-exempt Assistant Systems Administrator at the rate of $28.50/hr. eff. April 18, 2024.
Thorius introduced a petition signed by citizens requesting improvements to a portion of 140th St between Vine Ave and Stone Ridge Estates Subdivision as well as providing information on the method of funding the estimated $442,858.00 cost of the project. More specifically the project would involve paving a one quarter mile portion of 140th St east of Vine Ave as well as providing a gravel road for an additional one-half mile to the east. With regard to funding for the project language in the petition called for a Secondary Road Assessment District which, if agreed to by the Board, would result in a level of cost sharing between the County and the owners of 93 affected parcels. Examples of such cost-sharing scenarios included sharing the costs equally (50/50) between the land owners and the County resulting in affected landowners being responsible for making monthly payments of $19.54 for 120 months. Discussion involved the possibility of assessing 100% of the costs to parcel owners which would result in monthly payments of $39.07 for 120 months. It was noted that both scenarios assumed an interest rate of 0%. The Board voted to accept the Engineer’s report re: a proposed 140th St Secondary Road Assessment District.
The Board voted to establish May 16, 2024, at 7:00 pm as the date and time for a public hearing re: a proposed 140th St Secondary Road Assessment District. The meeting will take place on the 2nd floor of the Washington County Courthouse.
Thorius explained that Iowa Code Chapter 309.22 requires completion of an annual Five-Year Road Construction Plan. He added that on March 26, 2024, the Board of Supervisors held a work session to review the proposed FY25 Secondary Roads Five-Year Road Construction Plan (Plan) which contains over $32.53 million in estimated project expenses and approximately $12.775 million available for the funding of such projects. Thorius noted that while only $12.775 million in funding is currently available, road construction projects must be included in the Plan in order to be eligible for funding. Thorius is hopeful that additional funding will become available in the future which would allow for quicker completion of construction projects. The $12.775 million in funding comes from the following sources: $400,000.00 million (16%) in local secondary road funding, $1,365,000.00 (53%) in Farm-to-Market state gas tax funding, $390,000.00 (15%) in federal bridge funding, and $400,000.00 (16%) in federal Surface Transportation Block Grant funds from the federal gas tax. The overall goal of the Plan is to continue to replace aging structures and improve gravel road systems. Projects are selected based on their anticipated impact on the entire Washington County road system as well as funding availability. Thorius also stressed that the Plan is a “living, breathing” plan that can be updated and modified as funding options change. The Board voted to approve the FY25 Washington County Secondary Roads Five-Year Road Construction Plan and to authorize the Chair to sign pertinent documents. The FY25 Plan is available for review in the office of the Washington County Engineer.
Thorius reminded that while the Secondary Roads FY25 budget had already been approved by the Board of Supervisors the same budget must also be submitted in a slightly different format to the Iowa Department of Transportation for approval. The Board voted to approve the FY25 Iowa Department of Transportation Budget for Washington County Secondary Roads and authorize the Chair to sign pertinent documents. The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Secondary Roads for the hiring of Timothy Schrock will begin duties as a FT non-exempt Equipment Operator at the rate of $25.91/hr. eff. April 22, 2024.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Secondary Roads for the hiring of Chandler Hershberger will begin duties as a FT non-exempt Summer Intern at the rate of $18.00/hr. eff. May 13, 2024, and ending at some point during August, 2024.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Secondary Roads for the hiring of Jackson Zahradnek will begin duties as a FT non-exempt Summer Intern at the rate of $18.00/hr. eff. May 20, 2024, and ending at some point during August, 2024.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Secondary Roads for a six-month step wage rate increase to $26.11 for FT non-exempt Equipment Operator Justin A. Peterson eff. April 23, 2024.
The Board voted to approve, and authorize the Chair to sign, an application for a Secondary Road Use Permit received from Iowa Gravel Series/Kalona Horseshoe related to a bicycle event scheduled for May 11, 2024. The event route will cover 65 miles and begin and end at the Kalona Historical Village.
Stoops, who serves as the Counties representative on the South Iowa Area Crime Commission Board (SIACC), shared that during a recent SIACC Board meeting it was requested by SIACC that each of the 13 county members of SIACC contribute $1,000.00 to address SIACC IT needs. The Board learned that a recent IT assessment had identified several critical areas that needed to be addressed and it was recommended that each county contribute $1,000.00 annually for five years in order to support a line item in the SIACC budget related to various IT needs including licensing, hardware, software, and support. The Board proceeded to take up discussion re: the funding request with Seward remarking that as proposed the requested funding would go to a juvenile facility that Washington County does not utilize and as such he did not favor honoring the request. Young expressed agreement with Seward. Further discussion took place until ultimately the Board voted to acknowledge the request from SIACC for financial support but also to deny the request for $1,000 in financial support.
During the time for department head comment Thorius provided an update on road closures while Deputy Sheriff Shawn Ellingson shared that original RAGBRAI plans had changed which will result in some, but not all, riders traveling through a small portion of Washington County.
At 10:13 am the Board voted to adjourn.
