WASHINGTON COUNTY, IOWA
REGULAR MEETING OF TUESDAY, APRIL 2, 2024

At 9:18 am Chair Richard Young called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: public hearing re: proposal to enter into an Essential Purpose Loan Agreement; Res. 24-13 re: the taking of additional action on a proposal to enter into an Essential Purpose Loan Agreement, authorizing the use of preliminary official statements in connection with sale of General Obligation County Purpose Bonds, Series 2024A, and providing for the levy of taxes to pay the same; renewal of Awe Winery LLC dba Revasser Winery Class C Retail Alcohol License including Living Quarters and Outdoor Services; Tenant Estoppel Certificate for Sharon Telephone Company/Xcell Towers III, LLC; acknowledgement of K-9 fund donation; canvass of March 26, 2024, City of Brighton Special Election. Supervisors Jack Seward Jr., Marcus Fedler, Bob Yoder, and Stan Stoops were also present.
All motions were passed unanimously unless noted otherwise.
The Board voted to approve the agenda as published.
The Board voted to open a public hearing regarding a proposal to enter into an Essential Purpose Loan Agreement. Auditor Dan Widmer shared that notice of the public hearing had been published as required and added that his office had received no comments from the public. There was no public comment and the Board voted to close the public hearing.
The Board voted by way of roll call vote to approve Res. 24-13 and authorize the Chair to sign Res. 24-13.
The Board voted to approve an application from Awe Winery LLC dba Revasser Winery, 1749 Yucca Avenue, Ainsworth, for a Class C Retail Alcohol License including living quarters and outdoor service, with an effective date of May 9, 2024, and an expiration date of May 8, 2025. Washington County Sheriff Jared Schneider expressed no issues with the application.
The Board voted to approve, and authorize the Chair to sign, a Tenant Estoppel Certificate for Sharon Telephone Company/Xcell Towers III, LLC. Washington County currently leases space on a communications tower owned by Sharon Telephone Company and located at 3054 220th Street, Ainsworth. Sharon Telephone Company is currently in the process of selling the tower and related assets to Xcell Towers III, LLC, a Delaware limited liability company. The present terms of the tower lease agreement call for monthly payments of $400.00 with the lease expiring on April 20, 2030.
The Board voted to acknowledge a donation to the Washington County Sheriff’s K-9 fund in the amount of $2,000.00 from the Kalona Sales Barn, Kalona.
The Board voted to accept as official the results of the March 26, 2024, City of Brighton Special Election as canvassed.
At 9:45 am the Board voted to adjourn.
