WASHINGTON COUNTY, IOWA
REGULAR MEETING OF TUESDAY, MARCH 26, 2024

At 9:00 am Chairperson Richard Young called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: Proclamation Designating April as Child Abuse Prevention Month; personnel change request–Public Health; Quarterly Report–Outreach; Review of options for closed bridge on Larch Avenue in Section 25-8-74; personnel change requests–Ambulance. Supervisors Jack Seward Jr., Marcus Fedler, Bob Yoder, and Stan Stoops were also present.
All motions were passed unanimously unless noted otherwise.
The Board voted to approve the agenda as published.
The Board voted to adopt a proclamation designating April, 2024, as National Child Abuse Prevention Month.
The Board voted to acknowledge, and authorize the Chairperson to sign, a personnel change request from Public Health for the hiring of Shelby Hill as a non-exempt FT Registered Nurse at the rate of $32.65/hr. hour eff. March 25, 2024.
In delivering his quarterly report for the period of January 1, 2024, to March 26, 2024, Washington County Outreach Director Brandon Hamilton stated at the present time there are 127 active probation cases and shared a graph showing various charge types of which the majority (39) were related to operating a motor vehicle while intoxicated. Discussion turned slightly from Hamilton’s quarterly report to the possibility of using funds that the county has received from pharmaceutical companies resulting for their role in an “epidemic” of opioid addictions and overdoses for substance abuse evaluations and treatment programs for people on probation. Hamilton said that under 60% of probationers required to get substance abuse evaluations by the county did so in the last quarter and of those recommended for treatment after such evaluations only 50% completed the treatment. Hamilton offered that the follow-up rate, which he described as less than ideal, may be due to Washington County’s lack of a facility to conduct substance abuse evaluations. Moreover, according to Hamilton, many people lacked the transportation necessary to reach the closest center which is in Iowa City, while others may not have the insurance coverage to undergo the needed treatment. In response, Young suggested that the funds could conceivably be used by local health care providers to assist in hiring staff or to assist individuals who need help in paying for treatment-related care and transportation. Hamilton assured the Board that the need for drug abuse-related health care is very real. The Board took no formal action. Discussion continued but the Board took no official action.
County Engineer Jacob Thorius outlined four options for the Board to consider with regard to a closed bridge constructed in 1920 and located on Larch Avenue in Section 25-8-74. The options include: 1) an unvented low water rock crossing at a cost of approximately $30,000.00, 2) a crossing whose major component would consist of a railroad tank car at a cost of approximately $46,000.00, 3) a traditional box culvert at an estimated cost of $200,000.00, 4) do nothing and leave the bridge closed. According to Thorius the bridge deck was recently removed in order to prevent traffic. Prior to removal of the bridge deck the bridge had a three-ton weight limit. The Board discussed but it ultimately took no action in order to give time for more thought and public input before a decision is reached.
The Board voted to acknowledge, and authorize the Chairperson to sign, a personnel change request from Ambulance Services for the hiring of William Halleran Jr.as a non-exempt casual PT Level 5 EMT at the rate of $30.34/hr. eff. March 26, 2024.
The Board voted to acknowledge, and authorize the Chairperson to sign, a personnel change request from Ambulance Services for Travis Handy status changed from non-exempt PT Level 5 EMT to non-exempt casual PT Level 5 EMT eff. March 27, 2024.
At 9:51 am the Board voted to adjourn.
