BOARD OF SUPERVISORS
WASHINGTON COUNTY, IOWA
REGULAR MEETING OF TUESDAY, JULY 2, 2024

At 9:00 am Chair Richard Young called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: personnel change request–Public Health; discussion/action re: proposed memo of understanding re: reimbursement from the Mental Health Agency of Southeast Iowa for County employers, occupancy, and equipment; appointment of various commission, board, and committee members. Supervisors Bob Yoder, Jack Seward Jr., Marcus Fedler, and Stan Stoops were also present.
All motions were passed unanimously unless noted otherwise.
The Board voted to approve the agenda as published.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request for Jenifer Roberts promoted to the position of FT exempt Washington County Public Health Administrator, effective June 27, 2024, at the bi-weekly rate of $3,115.38. It was noted that the personnel change request included language approving a $5,000.00 annual salary increase pending completion of 90-day competencies.
The Board took up consideration of a proposed Memorandum of Understanding with the Mental Health Agency of SE Iowa (Region). The purposed of the Memorandum of Understanding is to establish an entity, (Washington County) to provide local access to mental health and disability services for children and adults and to engage in any other related activity in which an Iowa 28E organization may lawfully be engaged, all in compliance with Senate File 2315, Division IV, Section 32, as signed into law on May 25, 2012. The Board voted to approve a Memorandum of Understanding with the Mental Health Agency of SE Iowa. The vote on the motion: Aye-Young, Yoder, Stoops, Fedler; Nay-none; Abstain-Seward.
The Board voted to appoint Rhonda Shelman to a five-year term as a County Representative on the City of Washington Planning and Zoning Commission that expires June 30, 2029.
The Board voted to appoint Rebecca Bush, Andrew Hora, and Karolyn Skubal to separate three-year terms on the County Land Use and Planning Commission with each term expiring June 30, 2027.
The Board voted to appoint Ruth Jones to complete an unexpired three-year term on the County Land Use and Planning Commission that expires June 30, 2025.
The Board voted to appoint Jeff Goodwin to a five-year term on the Washington County Board of Adjustment that expires June 30, 2029.
At 9:19 am the Board voted to adjourn.
