WASHINGTON COUNTY, IOWA
REGULAR MEETING OF TUESDAY, JUNE 18, 2024

At 9:00 am Chair Richard Young called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: public hearing re: proposed animal confinement feeding operation–5Z, Troy Utzinger, Sec. 36, Seventy-Six Township; acknowledgment of proposed animal confinement feeding operation-5Z, Troy Utzinger, Sec. 36, Seventy-Six Township; discussion/action re: proposed FY25 Washington County Ambulance Services Fee Rates; re-appointment of Veterans Affairs Commissioner Darren Dennler; personnel change request–Office of Sheriff; personnel change request–Secondary Roads; application for Class F Retail Alcohol License–Richmond Amvets Post #107; application for Retail Cigarette/Tobacco/Nicotine/Vapor Sales Permit–Ainsworth Four Corners, LLC; application for Class E Retail Alcohol License–Ainsworth Four Corners, LLC; discussion/action re: contract agreement(s) related to Orchard Hill Remodeling Project; closed session pursuant to Iowa Code Section 21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to an individual’s reputation and the individual requests a closed session; discussion/possible action re: the open position of Director of Washington County Ambulance Services. Supervisors Bob Yoder, Jack Seward Jr., Marcus Fedler, and Stan Stoops were also present.
All motions were passed unanimously unless noted otherwise.
The Board voted to approve the agenda as published.
The Board voted to open a public hearing re: a proposed animal confinement feeding operation–5Z, Troy Utzinger, Sec. 36, Seventy-Six Township. There was no public comment. Auditor Dan Widmer announced that notice of the public hearing was published as required and he also stated that his office had received no public comment. The Board voted to close the public hearing.

The Board voted to approve the proposed FY25 Washington County Ambulance Services Fee Rates.
The Board voted to re-appoint Darren Dennler to a three-year term beginning July 1, 2024, on the Washington County Veterans Affairs Commission.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from the Office of Sheriff for FT non-exempt Jailer Brett Houston 1-year employment anniversary step increase to $24.35/hr. eff. June 23, 2024.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from the Office of Sheriff for FT non-exempt Jailer Ross Donelson final day of employment occurred April 26, 2024.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from the Secondary Roads for FT non-exempt Shop Foreman David Barnes final day of employment occurred June 3, 2024.
The Board voted to approve, and authorize the Chair to sign, an application for a Class F Retail Liquor License (LA) (Private Club) from the Richmond Amvets Post #107 for the time period of July 11, 2024 through July 10, 2025.Washington County Sheriff Jared Schneider expressed no issues with the application.
The Board voted to approve, and authorize the Chair to sign, an application for a Retail Cigarette/Tobacco/Nicotine/Vapor Sales Permit from Ainsworth Four Corners, LLC, dba Four Corners Fuel in Ainsworth. The license is for the period of July 1, 2024, to June 30, 2025, and will allow for the sale of cigarettes, tobacco, alternative nicotine products, and vapor products.
The Board voted to approve, and authorize the Chair to sign, an application for a Class E Liquor License from Ainsworth Four Corners, LLC, dba Four Corners Fuel in Ainsworth. The license is for the period of June 29, 2024, to June 28, 2025. Sheriff Jared Schneider expressed no objection to the application.
The Board voted to approve, and authorize the Chair to sign, a contract agreement with Woodruff Construction, Inc. of Tiffin, Iowa, for remodeling work at the Orchard Hill Complex.
At 9:23 am the Board voted by way of roll call vote to enter into closed session pursuant to Iowa Code Section 21.5 (1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to an individual’s reputation and the individual requests a closed session.
At 9:55 am the Board voted by way of roll call vote to return to open session.
The Board voted to offer the position of Washington County Ambulance Director to Jordan Wright.
At 9:59 am the Board voted to adjourn.
