Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 5:31 p.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken by the following vote: Roll call: Aye: Fixmer-Oraiz, Green, Green-Douglass, Porter, Sullivan.
PUBLIC COMMENT
Planning, Sustainability, and Development (PDS) Planner Joseph Wilensky informed the Board he is now a Certified Floodplain Manager (CFM) after passing an examination. Wilensky expressed gratitude for the Board’s professional development support which included coverage for training, travel expenses, and dedicated study time. He said he is now one of three PDS department employees with the CFM certification.

Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Convened Public Hearing at 5:34 p.m. on Zoning Application PZC-23-28462 of Rudy L. & Shannon L. Velky, requesting rezoning of 1.89 acres from A-Agricultural to R-Residential. The property is located at 3366 120th St NE, approximately 3,250 feet east of Hickory Hollow Road NE, in the SE 1/4 of the SE 1/4 of Section 1, Township 81 North, Range 7 West of the 5th P.M. in Jefferson Township, Johnson County, Iowa.
PDS Assistant Planner Maya Simon reviewed the application. Scott Ritter of Hart-Frederick Consultants P.C. was present to answer questions. No one from the public spoke. Public Hearing closed at 5:36 p.m.

Motion by Green, second by Fixmer-Oraiz, to approve the proposed ordinance associated with Zoning Application PZC-23-28462 on first and second consideration. Roll call: Aye: Fixmer-Oraiz, Green, Green-Douglass, Porter, Sullivan.
Convened Public Hearing at 5:37 p.m. on Zoning Application PZC-23-28463 of Hugh Everette Weis Estate, as signed by Kasey Brecht, requesting rezoning of 1.96 acres from A-Agricultural to R-Residential. The property is located at 1720 Derby Avenue NW, approximately 1,330 feet northeast of Amana Road NW, in the NE 1/4 of the SW 1/4 of Section 22, Township 81 North, Range 8 West of the 5th P.M. in Monroe Township, Johnson County, Iowa.

Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the Sworn Statement in Proof of Loss for the global claim from the wind and hailstorm on May 7, 2023, in the amount of $134,339.61.
Motion by Fixmer-Oraiz, second by Green-Douglass to approve the Building Nonprofit Capacity Grant Program Agreements with the following entities: Iowa City Free Medical Clinic in an amount not to exceed $300,000, Iowa Valley Habitat for Humanity in an amount not to exceed $150,000, Good Shepherd Center in an amount not to exceed $35,000, Summer of the Arts in an amount not to exceed $7,000, and Englert Civic Theatre, Inc. in an amount not to exceed $50,000.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the revised Countywide Military Leave Policy as contained in the agenda packet of this meeting, effective January 1, 2024.
RESOLUTION NO. 02-08-24-01
FY24 APPROPRIATION CHANGES TO SECONDARY ROADS
(DEPT. 49) AND AMERICAN RESCUE PLAN ACT (DEPT. 35)
Summary: A department appropriation may be decreased without a public hearing if the decrease is not more than the greater of $5,000 or ten percent of the department’s total budget. Board Action: Resolved the American Rescue Plan Act (Dept. 35), Roads & Transportation Service Area, is appropriated an additional $50,000 and a total appropriation of $50,000 for fiscal year 2023-2024. The appropriation for Secondary Roads (Dept. 49), Roads & Transportation Service Area, is decreased $50,000 for a total appropriation of $13,376,547 for fiscal year 2023-2024. The relevant county service area is Roads & Transportation, which remains unchanged. Motion by Green, second by Green-Douglass, to approve Resolution No. 02-08-24-01, effective February 8, 2024.
