Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:00 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
PUBLIC COMMENT
Resident Lynn Gallagher spoke against the use of fireworks in the County. Johnson County Social Services Director Lynette Jacoby introduced a new employee, General Assistance Specialist Sade Creach.

Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the minutes of the Formal Meeting of June 20, 2024.
Motion by Green-Douglass, second by Porter, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
RESOLUTION NO. 06-27-24-01
RESOLUTION APPROVING THE FINAL PLAT AND
SUBDIVIDER’S AGREEMENT OF OAK MEADOW, JOHNSON COUNTY, IOWA
Summary: Application PZC-23-28458, the final plat of Oak Meadow, Johnson County is submitted for approval. Board Action: Approved the plat subject to the following condition, directed the plat and Subdivider’s Agreement be signed, and named the documents to be recorded. Condition of approval: 1. Applicant will conduct a water quality test as outlined in Iowa Code 567-43.3 every five years and provide the results to the Johnson County Planning, Development and Sustainability Department (PDS). i. The first test should be completed after July 1, 2029 and the result should be submitted to PDS no later than December 31, 2029, with subsequent tests every five years thereafter. ii. If contaminant levels exceed Iowa DNR treatment thresholds for any substance(s), the applicant will be required to install treatment at the wellhouse and provide a post-treatment water quality test result to PDS demonstrating effective treatment before additional residential dwelling building permits will be issued. iii. This testing and submission requirement will terminate when the well becomes an Iowa DNR regulated Public Water Supply. Motion by Green, second by Green-Douglass, to approve Resolution No. 06-27-24-01 effective June 27, 2024. Planning, Development, and Sustainability Assistant Planner Maya Simon reviewed the application. Jon Marner of MMS Consultants, Inc., spoke about the application.
Motion by Porter, second by Green-Douglass, to authorize the Chairperson to sign a letter regarding the Notice of Non-Renewal to the GuideLink Center Master Professional Services Agreement with AbbeHealth Inc., Iowa City, as contained in the agenda packet of the meeting. Sullivan acknowledged that the letter is a formality ahead of contract expirations.
Motion by Green-Douglass, second by Green, to approve the 28E Agreement for the Mobility Coordinator with the City of Coralville for Fiscal Year 2025, as contained in the agenda packet of the meeting.

RESOLUTION NO. 06-27-24-02
ESTABLISHING SPEED LIMIT ON 540TH STREET SW
Summary: The Board is empowered to determine the speed limit of any secondary road is greater than is reasonable under the existing conditions and declare a reasonable and proper speed limit. Board Action: Resolved that the following speed limits are established, and appropriate signs be erected on 540th Street SW in Sections 19 and 30, Township 78 North, Range 08 West of the 5th P.M., Sharon Township, at the locations described as follows: 35 miles per hour eastbound on 540th Street SW from its intersection with State Highway No.1 near the NW Corner of the NW 1/4 of said Section 30 to its intersection with Gable Avenue SW near the NE Corner of the NW 1/4 of said Section 30; and 35 miles per hour westbound on 540th Street SW from its intersection with Gable Avenue SW near the SE Corner of the SW 1/4 of said Section 19 to its intersection with State Highway No.1 near the SW Corner of the SW 1/4 of said Section 19. Motion by Green-Douglass, second by Porter, to approve Resolution No. 06-27-24-02 effective June 27, 2024.
RESOLUTION NO. 06-27-24-03
ESTABLISHING SPEED LIMIT ON F20 (AMANA ROAD NW)
Summary: The Board is empowered to determine the speed limit of any secondary road is greater than is reasonable under the existing conditions and declare a reasonable and proper speed limit. Board Action: Resolved that the following speed limits are established and appropriate signs be erected on F20 (Amana Road NW) in Section 21, Township 81 North, Range 07 West of the 5th P.M., Jefferson Township, at the locations described as follows: 30 miles per hour eastbound on F20 (Amana Road NW) from its intersection with the West line of said Section 21 to its intersection with W60 (Highway 965 NW) near the NE Corner of the SE ¼ of the NW ¼ of said Section 21; and 30 miles per hour westbound on F20 (Amana Road NW) from its intersection with W60 (Highway 965 NW) near the NE Corner of the SE 1/4 of the NW 1/4 of said Section 21 to its intersection with the West line of said Section 21. Motion by Green-Douglass, second by Fixmer-Oraiz, to approve Resolution No. 06-27-24-03 effective June 27, 2024.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the Agreement for DOT-Initiated Detour of Primary Highways onto Local Roads with the Iowa Department of Transportation (DOT), for the Iowa DOT proposed 2025 improvements at the Wright Brothers/Interstate-380 Interchange.

ESTABLISHING COUNTY COMPENSATION BOARD
Summary: The Board wishes to establish a county compensation board as set forth in Iowa Code §331.905. Board Action: Resolved the Board affirmatively establishes the county compensation board for Johnson County, Iowa, effective July 1, 2024, which shall be constituted and operate as set forth in Iowa Code §331.905 and §331.907, as amended by 2024 Acts, ch 1094, §54, and as may be further amended by the General Assembly from time to time. Motion by Fixmer-Oraiz, second by Green-Douglass, to approve Resolution No. 06-27-24-04 effective June 27, 2024.
Motion by Green-Douglass, second by Porter, to approve the Memorandum of Understanding between the Johnson County Board of Supervisors and the Office of the Johnson County Attorney for the Community Violence Intervention Program, funded through the American Rescue Plan Act, in an amount not to exceed $875,000. Fixmer-Oraiz outlined several concerns that prompted their decision to vote against this agenda item, whereas Porter and Green-Douglass expressed their endorsement for it. Sullivan noted the urgency of allocating American Rescue Plan Act funds to projects to meet the federal obligation deadline. Motion by Green, second by Green-Douglass, to approve the Quote to Move Johnson County Back into Space, Remove All Leftover Furnishings (CR2416565) with T&M Services for moving services related to the Administration and Health & Human Services Buildings Remodeling Project in an amount of $68,885.

Motion by Porter, second by Green-Douglass, to approve the Application for Fireworks Permit for Brian Kaskie, for display at 5 Brickwood Knoll NE, Iowa City, on July 3, 2024 with a July 4, 2024 rain date.
Motion by Green, second by Green-Douglass, to approve the Application for Fireworks Permit for Adam Brantman and Allye Ahrens, for display at 2926 Timberland Place NE, Iowa City, on July 5, 2024.
Motion by Porter, second by Green-Douglass, to approve the Application for Fireworks Permit for Nick Hemann and Andy Neuzil, for display at 1829 Pine Brook Avenue NE, Solon, on July 6, 2024, with a July 7, 2024 rain date.
