Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:01 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.

Motion by Green, second by Green-Douglass, to receive and place on file the Recorder’s Report of Fees Collected for the month of May, 2024, in the amount of $266,287.87, as submitted by County Recorder Kim Painter.
The Board acknowledged receipt of the May 13, 2024 Planning and Zoning Commission Meeting Minutes and the June 10, 2024 Report of the Planning and Zoning Commission.

Summary: The purpose of this ordinance is to amend the Johnson County Unified Development Ordinance by changing the classification of the real estate described below from A-Agricultural to R-Residential located in Big Grove Township wit:

A PORTION OF THE SOUTHEAST ONE-QUARTER OF THE SOUTHWEST ONE-QUARTER OF SECTION 2, TOWNSHIP 81 NORTH, RANGE 6 WEST OF THE 5TH PRINCIPAL MERIDIAN, JOHNSON COUNTY, IOWA, MORE PARTICULARLY DESCRIBED AS FOLLOWS:

RESOLUTION SETTING A PUBLIC
HEARING ON
VARIOUS DEVELOPMENT APPLICATIONS
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set a public hearing for July 9, 2024, at 5:30 p.m. CT in Room 203 B/C, Johnson County Health & Human Services Building, 855 South Dubuque Street, Iowa City, Iowa, on the following zoning and platting applications: Zoning application filed by Daniel and Leslie Kehl (PZC-24-28521). Authorize the Auditor to publish the official notice of the above public hearing. Motion by Fixmer-Oraiz, second by Green-Douglass, to approve Resolution No. 06-20-24-01 effective June 27, 2024.
Motion by Porter, second by Green-Douglass, approve the Service Agreement to Participate in the HIPAA Program with the Iowa State Association of Counties (ISAC), for online training on a variety of Health Insurance Portability and Accountability Act Program (HIPPA) related issues, for Fiscal Year 2024, in an amount of $1,750.
RESOLUTION NO. 06-20-24-02
RESOLUTION SETTING A PUBLIC HEARING FOR
JULY 2, 2024 AT 9:00 AM ON PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED TOTAL COST FOR JOHNSON COUNTY HISTORIC POOR FARM KITCHEN PROJECT, 4811 MELROSE AVENUE, IOWA CITY, JOHNSON COUNTY, IOWA
Summary: The plans, specifications, form of contract, and estimated total cost, for the Johnson County Historic Poor Farm Kitchen Project Bid Package have been compiled by Streamline Architects. Board Action: Resolved that the Board sets a public hearing on the Proposed Plans, Specifications, Form of Contract for, and Estimated Total Cost of the Johnson Country Historic Poor Farm Kitchen Project for Tuesday, the 2nd day of July 2024, at 9:00 A.M., Central Time in the Johnson County Board of Supervisors Boardroom, Johnson County Health and Human Services Building, 855 South Dubuque Street, Iowa City, Iowa and directs the Auditor to publish notice of the said public hearing in accordance with the law. Motion by Green, second by Fixmer-Oraiz, to approve Resolution No. 06-20-24-02 effective June 20, 2024.
Motion by Green-Douglass, second by Porter, to approve the contract renewal with Wellmark Blue Cross and Blue Shield of Iowa, Des Moines, effective July 1, 2024 to June 30, 2025.
Motion by Green-Douglass, second by Green, to approve the Fiscal Year 2025 Agreements for Law Enforcement Protection with the following cities: Hills for $38,584, Lone Tree for $71,656, Oxford for $35,828, Shueyville for $38,584, Solon for $124,020, and Swisher for $74,200. Fixmer-Oraiz said fees collected from these law enforcement agreements are deposited into the County’s general fund, and the hourly rates were increased to better align with the actual cost of providing the services.
Motion by Porter, second by Fixmer-Oraiz, to approve Amendment No. 2 to the American Rescue Plan Act Subrecipient Agreement with East Central Iowa Council of Governments, Cedar Rapids, for housing rehabilitation, modification, and emergency home repair, in an amount not to exceed $625,000. Roll call: Aye: Fixmer-Oraiz, Green-Douglass, Porter, Sullivan; Abstain: Green.
Motion by Porter, second by Green-Douglass, to approve Amendment No. 1 to the American Rescue Plan Act Subrecipient Agreement with Iowa Habitat for Humanity, Iowa City, for housing rehabilitation, modification, and emergency home repair, in an amount not to exceed $275,000. Roll call: Aye: Fixmer-Oraiz, Green-Douglass, Porter, Sullivan; Abstain: Green.
Motion by Fixmer-Oraiz, second by Green, to approve Amendment No. 1 to the American Rescue Plan Act Subrecipient Agreement with Iowa Legal Aid, Iowa City, for eviction diversion services, in an amount not to exceed $45,000 per fiscal year.
Motion by Porter, second by Green-Douglass, to approve Amendment No. 2 to the American Rescue Plan Act Subrecipient Agreement with Shelter House, Iowa City, for eviction diversion services, in an amount not to exceed $316,667.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the proposal with Sustainable Landscape Solutions, Iowa City, for landscaping services at the Johnson County Historic Poor Farm in the amount of $12,473.22.
Motion by Fixmer-Oraiz, second by Green, to approve the Reimbursement Agreement with Mental Health and Disability Services of the East Central Region, Dubuque, and CommUnity Crisis Services and Food Bank, Iowa City, for building improvements to provide Children’s Crisis Stabilization Residential Services on the former Kinderfarm property, in an amount of $712,533.80.
Motion by Green-Douglass, second by Porter, to approve the revised countywide Wireless Telecommunications Policy, as contained in the agenda packet of this meeting, effective June 20, 2024.
Motion by Porter, second by Green-Douglass, to approve membership in the Iowa State Association of Counties (ISAC) and to pay the annual membership dues of $6,300 for Fiscal Year 2025.
Motion by Green, second by Green-Douglass, to appoint Joseph Massa and Tiffany Rowe to the County Case Management Advisory Board for a three-year term ending June 30, 2027.
Motion by Porter, second by Green, to reappoint Joanne Downes the Commission of Veterans Affairs for a three-year term ending May 31, 2027.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the Application for Fireworks Permit for Brien Whiteford, for display at 3550 Highway 382 NE, Solon, on July 3, 2024 with a July 5, 2024 rain date.
