Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:01 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
PUBLIC COMMENT
Resident Justin Comer stated that in 2022, Porter faced criticism from a fellow resident on his podcast. He said Porter has used this incident to hinder the efforts of other Board members in supporting marginalized communities in Johnson County.
Motion by Green, second by Green-Douglass, to approve the claims on the Auditor’s Claim Register for March 28, 2024.

Motion by Green-Douglass, second by Green, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Green, second by Green-Douglass, to approve the application for alcohol license for Lake McBride Golf and Event Center, pending dramshop certification, as contained in the agenda packet for this meeting.
Motion by Green-Douglass, second by Fixmer-Oraiz, to receive and place on file the Recorder’s Report of Fees Collected for the month of February, 2024, in the amount of $113,565.64, as submitted by County Recorder Kim Painter.
Motion by Green, second by Green-Douglass, to approve the Transgender Day of Visibility Statement as revised and read aloud by Fixmer-Oraiz.
Motion by Green, second by Porter, to appoint Fixmer-Oraiz and Sullivan to the Transgender Rights working group.
The Board acknowledged receipt of the February 12, 2024, Planning and Zoning Commission Meeting Minutes and the March 18, 2024 Report of the Planning and Zoning Commission.
RESOLUTION NO. 03-28-24-01
RESOLUTION SETTING A PUBLIC HEARING ON VARIOUS DEVELOPMENT APPLICATIONS AND A PROPOSED AMENDMENT TO THE JOHNSON COUNTY 2018 COMPREHENSIVE PLAN
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set a public hearing for April 11, 2024, at 5:30 p.m. CT in Room 203 B/C, Johnson County Health & Human Services Building, 855 South Dubuque Street, Iowa City, Iowa, on the following applications and a Proposed Comprehensive Plan amendment: a. Zoning application filed by Helga Soave (PZC-24-28483); b. Platting application filed by Helga Soave (PZC-24-28484); and c. Proposed amendment to the Johnson County 2018 Comprehensive Plan to add a third volume containing a mid-term update. Said Volume 3 would address changes to the plan’s key issues and priorities and add goals, strategies, and action steps in the four existing topic areas of Sustainability, Local Economy, Infrastructure and Amenities, and Land Use. Authorize the Auditor to publish the official notice of the above public hearing. Motion by Green-Douglass, second by Fixmer-Oraiz, to approve Resolution No. 03-28-24-01 effective March 28, 2024.
Motion by Green-Douglass, second by Green, to set a public hearing on the Johnson County Budget Estimate for Fiscal Year 2025, for April 17, 2024 at 5:30 p.m. at the Johnson County Health and Human Services Building, and authorize the Auditor to publish the notice of public hearing.
RESOLUTION NO. 03-28-24-02
RESOLUTION TO FIX A DATE FOR PUBLIC HEARINGS ON GENERAL OBLIGATION COUNTY PURPOSE LOAN AGREEMENTS IN AN AMOUNT NOT TO EXCEED $15,550,000 TO FINANCE EQUIPMENT FOR AND IMPROVEMENTS TO COUNTY BUILDINGS, PAYMENT OF INSURANCE EXPENSES, ACQUISITION OF PEACE OFFICER AND OTHER EMERGENCY SERVICES COMMUNICATION EQUIPMENT, FUNDING OF PROGRAMS TO ASSIST IN PROVIDING AFFORDABLE HOUSING, AND DEVELOPING LAND FOR RECREATION OR CONSERVATION PURPOSES TO BE MANAGED BY THE COUNTY CONSERVATION BOARD
Summary: The Board proposes to enter into various loan agreements. This resolution sets a date for public hearings where proceedings will be instituted and action taken to enter into General Obligation County Purpose Loan Agreements for the following:
1. The Essential County Purposes Loan Agreement in an aggregate principal amount not to exceed $11,280,000, including Various County insurance programs for $10,580,000 and Grant to Housing Trust of Johnson County for $700,000;
2. The Emergency Basis Building Repairs Loan Agreement for $300,000;
3. The County Building ADA Improvements Loan Agreement for $75,000;
4. The Information Technology Improvements and Equipment Loan Agreement for $670,000;
5. The County Farm Building Renovations and Improvements Loan Agreement for $498,000;
6. The Emergency Management Agency Storage Building Loan Agreement for $1,200,000;
7. The SEATS Garage Addition and Lift Loan Agreement for $377,000;
8. The Conservation Building Cement Floor Loan Agreement for $65,000;
9. The General County Repairs Loan Agreement for $300,000;
10. The Guidelink Center Biocell Loan Agreement for $14,000;
11. The SEATS/Secondary Roads Solar Array Buyout Loan Agreement for $15,000;
12. The Peace Officer Communication Equipment Loan Agreement for $650,000;
13. The Fleet Shop Equipment Loan Agreement for $21,000
14. The Conservation Department Trail Development Loan Agreement in a principal amount not to exceed $85,000, for the purpose of constructing a crossing of Hoover Trail over a highway.
Board Action: Set the date, time and location of April 17, 2024, in Room 203 B/C, Johnson County Health and Human Services Building, 855 South Dubuque Street, Iowa City, Iowa, at 5:30 p.m., to hold a public hearing on the above named 14 loan agreements and authorized the Auditor to publish public hearing notices for the same. Motion by Green-Douglass, second by Fixmer-Oraiz, to approve Resolution No. 03-28-24-02 effective March 28, 2024.
Motion by Green-Douglass, second by Green, to appoint the following individuals as Reserve Deputy Sheriff as recommended by County Sheriff Brad Kunkel: Jacob Fortmann Doser, Joshua Grothe, Zackary Holland, Steven Linvell, Jacob Patterson, and Aleah Rocha. Roll call: Aye: Green, Green-Douglass, Porter, Sullivan; Nay: Fixmer-Oraiz.
Motion by Green, second by Green-Douglass, to approve Change Order No. 28-PR 27 for the Johnson County Courthouse Second Level Courtroom Renovation Project with Tricon General Construction, Inc., Cedar Rapids, in the amount of $309.84.
Motion by Fixmer-Oraiz, second by Porter, to set the Johnson County minimum wage to $12.64 per hour effective July 1, 2024.
