FORMAL MEETING MINUTES
MARCH 27, 2024
Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 5:34 p.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter*, and Rod Sullivan.

Unless otherwise noted, all actions were taken unanimously.
PUBLIC COMMENT
Residents Emma Denney, Clara Reynen, Izzy Kippes, Maeve Reynen, Nix Slater-Scott, Casper Bakker, Kate Doolittle, Harry Manaligod, Justin Comer, Nicole Yeager, and Tara McGovern addressed the opposition and violence transgender individuals face due to state legislation. They highlighted the positive impact that the transgender community has on Johnson County, advocated for the establishment of non-enforcement policies, urged officials to prioritize transgender safety, questioned the County Attorney’s salary increase, emphasized the importance of acting on key issues, and pressed Board members to show support for the transgender community.
Convened Public Hearing at 6:04 p.m. on the proposed General and Rural County Services Maximum Property Tax Levy for Fiscal Year 2025 (FY25), in accordance with Section 331.433A of the Iowa Code.
Finance Director Dana Aschenbrenner reported the FY25 General Services tax askings is 10.1% more than the current fiscal year, while the tax levy rate is 6.1% more than the current fiscal year.
He said the FY25 Rural Services tax askings is 2.4% more than the current fiscal year, while the tax levy is 2.4% less than the current fiscal year.
Aschenbrenner spoke about the property taxpayer notification statement mailing. Board members voiced their frustration with the complicated tax system and process. Residents Dawn Terrell and Mary Shramek expressed frustration regarding the rise in property taxes and requested Derby Avenue road maintenance improvements, where they both reside.
