Regular meeting of the Kalona City Council with Mayor Robe presiding. Motion was made byBender, and seconded by Spitzer, to approve the agenda, with all voting yes.
Council members present: Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim.
Motion was made by J Schmidt and seconded by G Schmidt approving the minutes of the meeting from February 5, 2024. With all voting yes, the minutes were approved and published.
On a motion by Spitzer and seconded by Beisheim, the following bills were allowed with all voting yes. (See below list of bills)

Ordinance No. 2024-352, an ordinance to amend sections of Chapter 152 in the Code of Ordinances, on Building Codes. A motion was made by Beisheim and seconded by G Schmidt, to waive the second reading and move to the third and final reading of the ordinance. The Mayor put the question on the motion and the rolling being called the following named council members voted: Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim, each voting yes.
Whereupon the Mayor declared the motion duly carried.
A motion was made by G Schmidt and seconded by Bender to approve the third and final reading of Ordinance No. 2024-352. The Mayor put the question on the motion and the rolling being called the following named council members voted: Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim, each voting yes.
Whereupon the Mayor declared the motion duly carried and passed its final reading.
Setting of Public Hearing for Property Tax Hearing on April 1, 2024, at 7:00 PM, to be held at the Kalona Community Center – City Hall council chambers. A motion was made by Spitzer and seconded by J Schmidt. With all voting yes, the motion carried.
Consideration of Selling Sharon Hill Cemetery Plots to the following:
a) Maria Lucia Cetlaus
b) Chris and Donna Berger
A motion was made by Bender and seconded by Spitzer, with all voting yes. The motion carried.
Resolution No. 2024-H, a resolution to waive the right to review a Johnson County condition use permit for 5756 Sharon Center Road SW, Kalona IA, located within 2 miles of Kalona city limits. A motion was made by Beisheim and seconded by Spitzer, authorizing the Mayor and City Clerk to sign the same. The council was then polled with Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim each voting yes. The motion carried.
Consideration was held by the council of a letter of support and financial commitment in the amount of $15,000.00 for the Washington County Emergency Management emergency siren replacement grant. Whereas the Washington County Emergency Management (EMS) is applying for a grant through the Washington County Riverboat Foundation to upgrade emergency sirens and add more sirens throughout the county, which would include Kalona Southtown. Motion was made by Spitzer, and seconded by Bender, approving the mayor to sign the letter of support and financial commitment requested if the grant was approved. With all voting yes, the motion carried.
Discussion was held by the council to appoint council members to the Comprehensive Planning Committee. Bender and Beisheim volunteered to attend meetings for the committee, with J Schmidt volunteering to be an alternate if one of them is unavailable.
Consideration was held by the council for purchasing equipment for the City of Kalona public works department. Staff shared with the council options for a backhoe, ¾ ton truck, and a skid loader to be leased through F&M Bank with a 5-year term. The lease would total $163,637.00 with payments being annually budgeted out of Local Option Sales Tax, and Road Use Funds. A motion was made by J Schmidt and seconded by G Schmidt, with all voting yes. The motion carried.
Discussion of 2024 yard waste drop-off and bag pickup was held by the council. Starting March 12, 2024, through the end of May 2024, it was proposed to have the City of Kalona staff do a curbside yard waste bag pick-up every Tuesday. Residents would be required to have their closed yard waste bags to the curb by 7:00 AM, and city staff would collect the bags. The yard waste bin would still be available at the city shop if residents wanted to take bags down during the week. The yard waste bin would stay at the city shop all year till the end of the fall season. The council directed staff to continue with the yard waste program.
