Regular meeting of the Kalona City Council with Mayor Robe presiding. Motion was made by Spitzer, and seconded by J Schmidt, to approve the agenda, with all voting yes.
Council members present: Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim.
Motion was made by Beisheim and seconded by J Schmidt approving the minutes of the meeting on December 18, 2023, With all voting yes, the minutes were approved and published.
On a motion by Beisheim and seconded by J Schmidt, the following bills were allowed with all

Recognition of 4th Quarter Washington County Riverboat Funds in the amount of $52,631.03 was done by the council. City staff was directed by the council to send a letter thanking the Riverboat Foundation for their continued support.
Setting of Bid Hearing for Vista Ridge Park on January 31, 2024 at 10:00 AM, to be held at Kalona City Hall. Jake Huck was present with MSA Engineering to outline the bid process and the amenities that would be in the bid. City staff shared details of each amenity and some grants that could be applied for towards this project. Motion was made by Beisheim, and seconded by J Schmidt, to approve the setting of the hearing. With all voting yes, the motion carried.
Resolution No. 2024-A, a Resolution designating official publication, committee membership, and appointing certain City Officers, was considered by the Council. Motion was made by Spitzer, and seconded by Bender, authorizing the Mayor and City Clerk to sign the same. The Council was then polled with Bender, G Schmidt, J Schmidt, Spitzer, and Beisheim each voting yes. The motion carried.
Resolution No. 2024-B, a Resolution making appointments and confirming appointments of the Mayor of Kalona, was considered by Council. The appointments are as follows: Planning and Zoning Commission: Larry Christenson, Ron Slechta, Sylvan Schlabach, Andrae Naraine, Chris Swart, Larry Geno, and Cooper Tonning; Board of Adjustment: Myron Ropp, Clair Yoder, Aaron McGlynn, Zach Hardman, and one vacancy; Tax Increment Finance Board: Abbie Yoder, Danielle Johnson, Karen Christner, Tina Hershberger, and Chuck Gustafson.
Building Code Board of Appeals: Merlin Kauffman, Merv Miller, Susan Heitman, Steve Reif, and Lewis Payne
Park and Recreation Board: Joe Green, Kelby Bender, Marcus Hall, Megan Hardman, Taylor Yeggy; and Library Board of Trustees: Kyle Askling, Shirlene Seale, Christina Grier, Karen Stalter, Frank Slabaugh, Jim Miller, Christina Grier, and County Representative: Donna Jones. The Motion was made by Spitzer, and seconded by Bender, authorizing the Mayor and City Clerk to sign the same. The Council was then polled with Bender, G Schmidt, J Schmidt, Spitzer, and Beisheim each voting yes. The motion carried.
