Regular meeting of the Kalona City Council with Mayor Robe presiding. Motion was made by Bender, and seconded by Spitzer, to approve the agenda, with all voting yes.
Council members present: Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim.
Motion was made by G Schmidt and seconded by J Schmidt approving the minutes of the meeting from March 18, 2024, with all voting yes, the minutes were approved and published.
On a motion by Beisheim and seconded by Spitzer, the following bills were allowed with all voting yes. (See below list of bills)

Public Forum:
Bob Yoder, the County Representative for the Kalona area, was present to share with them that the Washington County Supervisors are still working on their plan for windmills in the County. Mr. Yoder shared that the State of Iowa is getting pressure from wind energy companies to pass legislation so that counties won’t be able to have ordinances preventing windmills.
Discussion of Chicken Application for 914 10th Street, was held by the council. Elley Mohling and Lilly Neuzil were present regarding their application and answered questions that the council had. Due to one neighbor not wanting to sign the chicken application section for neighbors’ consent, the council directed Ms. Neuzil to place the chicken coop on the side of the property away from that neighbor. A motion was made by Beisheim, and seconded by G Schmidt, to approve the application. With all voting yes, the motion carried.
Consideration of Iowa Alcoholic Beverage Division License Renewal for the following:
Kalona Brewing Company – Class C Retail Alcohol License
The motion was made by Spitzer and seconded by J Schmidt. With a 4-1 vote, the motion was carried.
Setting of Public Hearing on April 15, 2024, regarding the 2024-2025 Budget at 7:00 PM.
The motion was made by G Schmidt and seconded by Bender. With all voting yes, the motion carried.
Recognition of 1st Quarter Washington County Riverboat Funds for $54,794.04, was done by the council. Funds will be used for council-approved budgeted projects.
Resolution 2024-K, a resolution approving the temporary street closures for the 100k Horseshoe Gravel Bike Race. Portions of 9th Street and D Avenue, and 9th Street and C Avenue will be closed. Motion was made by Spitzer, and seconded by Bender, authorizing the Mayor and City Clerk to sign the same. The council was then polled with Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim each voting yes. The motion carried.
Resolution 2024-L, a resolution waiving the right to review a Washington County parcel split located within 2 miles of city limits. The split was for Marlin Miller – Maple Leaf Farms Inc. Motion was made by G Schmidt, and seconded by J Schmidt, authorizing the Mayor and City Clerk to sign the same. The council was then polled with Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim each voting yes. The motion carried.
