The Kalona Planning & Zoning Commission, in a meeting June 15, voted 5-0 to recommend Phase 2 of the of Southtown develop from A-1 Agriculture to R-3 residential.
The motion recommended that the 5.36 acres for Cypress Point Condominiums be rezoned R-3 unconditionally. This development features possible eight 8-plex condos, all to be constructed by one builder, according to Adam Kos of C. J. Monya.
The commission recommended that the 18.5 acres for Vista Ridge Subdivision in Phase 2 of Southtown be approved R-3 conditionally as the project may take several years to construct. Kos said he has a single builder who is ready to construct homes on 35 lots in Vista Ridge which will be an HOA and will be smaller homes than those in Northgate subdivision. Home sizes will be 1,200 to 1,800 square feet.
Both Cypress Point Condominiums and Vista Ridge subdivision are south of Northgate subdivision. They are located in the area the former Shiloh Building complex was.
P& Z chair Larry Christenson expressed concern that this area did not have neighborhood parks as stipulated in the city’s comprehensive plan. Kalona City Administrator Ryan Schlabaugh assured the commission that the city is working with MSA Consulting on a plan for some 90 acres in parks and trails in Southtown including some smaller parks for playground equipment.
The commission also recommended to the city council the approval of the Preliminary Plat for Incline Grove Estates which features eight larger lots along Nutmeg Avenue. The requirement for curb and gutter was waived as was the requirement for improved roadway. However, when the first building permit is issued, the agreement between the city and county to reconstruct Nutmeg Avenue using high grade chip and seal surface will be activated.
In other action, the commission re-elected Larry Christenson as chairman and Chris Swart as vice chairman. Cooper Tonning was elected to replace Sylvan as secretary. Other members of the P & Z commission are Andrae Naraine and Ron Slechta
The commission is in need of a volunteer to fill a vacancy on the board as former member Lori TeBockhorst has resigned. Anyone interested should contact Kalona City Administrator Ryan Schlabaugh.
