Chairperson Green-Douglass called the Johnson County Board of Supervisors to order in the Johnson County Administration Building Boardroom at 9:01 a.m. Members present: V. Fixmer-Oraiz*, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan. *Denotes electronic participation.
All actions were taken unanimously.

PROCLAMATION NO. 05-18-23-01
COMMUNITY ACTION MONTH
MAY 2023
Summary: Community Action has made essential contributions to individuals and families across the country by creating economic opportunities and strengthening communities. It builds and promotes economic stability as an essential aspect of enabling and enhancing stronger communities and stable homes. Community Action insists on community participation and involvement, ensuring that all sectors of the community have a voice and will be heard. Board Action: Proclaimed May 2023 as Community Action Month in Johnson County. Motion by Sullivan, second by Green, to approve Proclamation No. 05-18-23-01. Hawkeye Area Community Action Program Johnson County Director Debbie Ackerman spoke.
PROCLAMATION NO. 05-18-23-02
HISTORIC PRESERVATION MONTH
MAY 2023
Summary: Historic preservation is an effective tool for promoting sustainable development, revitalizing neighborhoods, fostering local pride, promoting tourism, and maintaining community character. Johnson County is home to a wealth of historic resources, including buildings, landscapes, structures, and sites, that provide important connections to our past and contribute to our understanding of our community’s history and heritage, and the Johnson County Historic Preservation Commission is committed to undertaking this work, preserving sites and districts of historical significance in Johnson County and making recommendations to the Board of Supervisors regarding historic preservation. Board Action: Proclaimed May 2023 as Historic Preservation Month in Johnson County. Motion by Green, second by Sullivan, to approve Proclamation No. 05-18-23-02. Johnson County Historic Preservation Commission Chair Mitch Thompson spoke.
PROCLAMATION NO. 05-18-23-03
OLDER AMERICANS MONTH
MAY 2023
Summary: Whereas, Johnson County includes a growing number of older Americans who contribute their strength, wisdom, and experience to the Johnson County community. Its citizens recognize that communities benefit when people of all ages, abilities, and backgrounds are welcomed, included, and supported, and they work toward creating a community in which older Americans thrive and live independently for as long as possible. Johnson County Livable Community is a resource available to all in Johnson County. Board Action: Proclaimed May 2023 to be Older Americans Month in Johnson County. Motion by Sullivan second by Porter, to approve Proclamation No. 05-18-23-03. The following persons spoke: Johnson County Livable Community (JCLC) for Successful Aging Policy Board Chair Bob Untiedt, JCLC Policy Board Member Lorriane Bowans, and Johnson County Social Services Aging Specialist Jeff Kellbach.
Motion by Green, second by Sullivan, to approve the claims on the Auditor’s Claim Register for May 18, 2023, as approved by a majority of the Supervisors.

RESOLUTION NO.05-18-23-01
RESOLUTION APPROVING PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED TOTAL COST FOR, AND REQUESTING BIDS FOR THE JOHNSON COUNTY FLEET FACILITY CONCRETE WORK PROJECT AT 4810 MELROSE AVE, IOWA CITY,
JOHNSON COUNTY, IOWA
Summary: The Board of Supervisors duly conducted a public hearing concerning proposed plans, specifications, and form of contract for, and estimated total cost of $120,815.63 for the said public improvement, to wit: Fleet Facility Concrete Work Project at 4810 Melrose Ave, located in Iowa City, Johnson County, Iowa. Board Action: Approved the plans, specifications, form of contract for, and estimated total cost of said public improvement construction project; solicited bids for receipt until 2:00 PM Central Time, Friday June 2, 2023, authorized publication of the Notice to Bidders, set the bid security at 5% of the bid amount, and delegated Johnson County Facilities Manager Dave Curtis the duty of opening bids for this project, announcing the results, and reporting the results of the bidding along with his recommendations to the Board of Supervisors at its next regular meeting. Motion by Sullivan, second by Green, to approve Resolution No. 05-18-23-01, effective on May 18, 2023.
Convened Public Hearing on Fiscal Year 2023 County Budget Amendment at 9:47 a.m.
Johnson County Finance Director Dana Aschenbrenner noted the FY23 County Budget Amendment includes approximately $2.5 million of previously unbudgeted revenues and approximately $1.4 million of previously unbudgeted expenditures. No one from the public spoke. Public Hearing closed at 9:47 a.m.
RESOLUTION NO. 05-18-23-02
RESOLUTION SETTING A PUBLIC HEARING FOR JUNE 1, 2023 AT 9:00 ON PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED TOTAL COST FOR JOHNSON COUNTY ADMINISTRATION AND HEALTH & HUMAN SERVICES BUILDINGS REMODELING PROJECT, 913 AND 855 S DUBUQUE ST, IOWA CITY, JOHNSON COUNTY, IOWA
Summary: The Johnson Country Administration Building located at 913 South Dubuque Street, Iowa City, Iowa, and the Health and Human Services Building located at 855 South Dubuque Street, Iowa City, Iowa Remodel Project is deemed necessary. At the request of the Board of Supervisors of Johnson County, the plans, specifications, form of contract, and estimated total cost (collectively knows as bid documents) for said project have been prepared by OPN Architects, and were set forth as the proposed bid documents in connection with said public improvement. Said bid documents are made available in the office of the Johnson County Auditor, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa. Board Action: Set a public hearing for Thursday, June 1, 2023, at 9:00 A.M., Central Time in the Johnson County Board of Supervisors Boardroom in the Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, on the bid documents for the Administration and the Health and Human Services Buildings Remodeling Project and authorized publication of the official public hearing notice by the Johnson County Auditor. Motion by Sullivan, second by Porter, to approve Resolution No. 05-18-23-02, effective on May 18, 2023.
Motion by Green, second by Sullivan, to approve the contract renewal with Wellmark Blue Cross and Blue Shield of Iowa, [and adding Livongo Diabetes Prevention Program], effective July 1, 2023 to June 30, 2024.
Motion by Green, second by Sullivan, to approve, the FY24 Health Care Self-funded rates and employee contributions (with no changes from last year’s rates), and increase the Stop Loss policy to $75,000, effective July 1, 2023 to June 30, 2024.
RESOLUTION NO. 05-18-23-03
ADOPTING THE FISCAL YEAR 2023-2024 COST OF LIVING ADJUSTMENT FOR ELIGIBLE COUNTY EMPLOYEES
Summary: The Johnson County Board of Supervisors determined that they will establish a 4% cost of living adjustment (COLA) for all eligible county employees at the beginning of the next fiscal year 2023-2024 (FY24). Expenditures for this additional COLA shall be funded by unassigned cash reserves so that no additional property taxes will be proposed or levied to fund these additional expenditures in the FY24 budget. The additional COLA expenditures will be authorized and included in the FY24 budget through an approved budget amendment during FY24.
Board Action: Affirmed the FY24 COLA for all eligible County employees shall be 4%, and shall be effective on July 1, 2023. Motion by Sullivan, second by Porter, to approve Resolution No. 05-18-23-03 effective on May 18, 2023.
Motion by Fixmer-Oraiz, second by Porter, to approve the Second Amendment to the Coordination Services for Johnson County Decategorization Contract, (DCAT4-23-001), between the Iowa Department of Health and Human Services and Johnson County Social Services reducing the maximum compensation for DCAT4-23-001 by $15,000, and not to exceed $20,000 for the period July 1, 2023 to June 30, 2024.
RESOLUTION NO. 05-18-23-04
RESOLUTION APPROVING THE ESTABLISHMENT, ELIGIBILITY, SELECTION, AND REQUIREMENTS FOR THE JOHNSON COUNTY CHILD CARE WAGE ENHANCEMENT PROGRAM FUNDED BY AN APPROPRIATION FROM LOCAL FISCAL RECOVERY FUNDS FROM THE AMERICAN RESCUE PLAN ACT
Summary: The U.S. Department of the Treasury has allocated federal funding through the American Rescue Plan Act to Johnson County to be used only for those limited purposes identified in Section 603 of the Social Security Act, Interagency Agreement between the Treasury and Johnson County, the Coronavirus State and Local Fiscal Recovery Funds Interim Final Rule, the Coronavirus State and Local Fiscal Recovery Funds Final Rule, and the Compliance and Reporting Guidance for State and Local Fiscal Recovery Funds. The ARPA authorizes the County to expend ARPA funds awarded to respond to the COVID-19 public health emergency or its negative economic impacts. The economic crisis caused by the pandemic worsened economic outcomes and increased disparities for many child care providers and child care business entrepreneurs and increased child care insecurity or child care access barriers for child care insecure households. The Johnson County Board of Supervisors approved the use of ARPA funding for supporting child care initiatives in Johnson County to increase child care security and access to local options on November 30, 2022.
Board Action: The Board finds the Child Care Wage Enhancement Program serves a public purpose by providing resources for a strong, equitable economic recovery and that such support will be conducive to the beneficiaries’ welfare and the best interests of the public. The Board established the Child Care Wage Enhancement Program to provide funding to eligible and selected child care businesses (i) that provide child care services in Johnson County, or who enable the carrying out of such activities, (ii) where such activities impact residents of Johnson County, Iowa, including child care services in Johnson County. The Child Care Wage Enhancement Program will accept applications from eligible persons or entities for a set application period and determine awards through a review and recommendation process facilitated by Johnson County Social Services, under ultimate direction and approval by the department head of Johnson County Social Services who is authorized to enter into agreements with the City of Iowa City and the Community Foundation of Johnson County to organize and carry out this program. The Child Care Wage Enhancement Program is authorized and approved and no more than $750,000 shall be appropriated from Department 35 to fund program expenditures at the rate of $250,000.00 per year for the years 2023, 2024, and 2025, with anticipation that all funds will be used and the County’s involvement in this program will end no later than December 31, 2026. Motion by Green, second by Porter, to approve Resolution No. 05-18-23-04, effective on May 18, 2023.
Motion by Porter, second by Sullivan, to approve an Application for Fireworks Permit for Mary Taylor, for display at 1596 Bramblewood Drive Northeast, Solon, on July 01, 2023.
