Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Building Boardroom at 9:00 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the claims on the Auditor’s Claim Register for December 19, 2024.

Summary: The purpose of this ordinance is to amend the Johnson County Unified Development Ordinance by changing the classification of the real estate described below from A-Agricultural to R-Residential in Sharon Township to wit:

RESOLUTION NO. 12-19-24-01
RESOLUTION SETTING A PUBLIC HEARING ON VARIOUS DEVELOPMENT APPLICATIONS
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set a public hearing for January 9, 2025, at 5:30 p.m. CT in Room 203 B/C, Johnson County Health & Human Services Building, 855 South Dubuque Street, Iowa City, Iowa, on the following applications: Zoning applications filed by Fiddlehead Gardens, LLC (PZC-24-28601); Michael Eichorn (PZC-24-28602); Herbet Farms, Inc (PZC-24-28625). Platting applications filed by Alan Benson (PZC-24-28563); Richard & Joyce Barta Revocable Trust (PZC-24-28586); Austin & Elizabeth Miller (PZC-24-28605); Dale & Edith Marlene Schrock (PZC-24-28606); Mitch Olson (PZC-24-28604). Authorize the Auditor to publish the official notice of the above public hearing. Motion by Green, second by Fixmer-Oraiz, to approve Resolution No. 12-19-24-02, effective December 19, 2024.
The Board acknowledged receipt of the November 18, 2024 Planning and Zoning Commission Meeting Minutes and the December 9, 2024 Report of the Planning and Zoning Commission.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve Amendment No. 1 to the American Rescue Plan Act (ARPA) Memorandum of Understanding between Johnson County Board of Supervisors and Johnson County Social Services to update the eligibility criteria and reimbursement rates of the Care Care Assistance Incentive Program.
Motion by Green, second by Green-Douglass, to approve Amendment No. 1 to the ARPA Subrecipient Agreement with the Johnson County Empowerment/Early Childhood Area to update the eligibility criteria of the Infant and Toddler Scholarship Program.
Motion by Fixmer-Oraiz, second by Green, to approve the Memorandum of Understanding with Silos & Smokestacks National Heritage Area, Waterloo, to solidify the Johnson County Historic Poor Farm as a Heritage Area Site.
Sullivan said due to a scrivenors error, agenda item D.1.j.Discuss Employee Assistance Program Service Agreement with Covenant Workplace Solutions was inadvertently included on today’s agenda and has been addreseed by the Board during the December 18, 2024 Work Session.
Motion by Green- Douglass, second by Green, to approve the Customer Acceptance Form with Motorola Solutions, Framingham, MA, for the RAVE Mobile Safety Panic Button Bundle, in the amount of $5,000 annually and with a one-time fee of $500.00.
Motion by Fixmer-Oraiz, second by Green, to approve the revised Johnson County Emergency Management Agency Operational Guideline, Multi Hazard Emergency Operations Plan ESF 3 Annex 1.0, and authorize the Chairperson to sign the Guideline.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the order form with Docusign, Inc., San Francisco, CA, for the purchase of Docusign software subscriptions, allowing electronic signature implementation in the Workday software, in the amount of $7,413.12 annually.
Motion by Green, second by Fixmer-Oraiz, to reappoint Zach Pollock and appoint Michelle Weckmann to the Board of Health for a three-year terms ending December 31, 2027.
Motion by Fixmer-Oraiz, second by Green-Douglass, to reappoint Tristan Gingerich to the Building Code of Appeals for a four-year term ending December 31, 2028.
Motion by Fixmer-Oraiz, second by Green, to reappoint the following individuals to the Compensation Commission for one-year terms ending December 31, 2025: Phuong Hoang Nguyen. Dave Parsons, Catherine Gerlach, Bob Dunkin, Jason Decker, Cindy Phillips, Joe Wilensky, Aimee Pitlick, Timothy Rogers, Jim Ronan, William Stockman, Verne Folkmann, L. Terri Larson, Brian Krueger, Bill Wittig, Angel Taylor, Joshua Busard, Daniel Fasse, Jim Martinek, Glen Meisner, Nathan Mueller, William Peters, and Brandon Davis.
Motion by Green, second by Porter, to make the following appointments to the Conservation Board: reappoint Carolyn Buckingham to a five-year term ending Dec. 31, 2029; appoint Zachary Hall to fill a vacancy of a five-year term ending December 31, 2028.
Motion by Green-Douglass, second by Porter, reappoint Mitch Thompson, Anne-Marie Taylor, and Jan Full to the Historic Preservation Commission for a three-year term ending December 31, 2027.
Motion by Fixmer-Oraiz, second by Green-Douglass, to reappoint Erin Hazen to the Planning and Zoning Commission for a five-year term ending December 31, 2029.
Motion by Green, second by Green-Douglass, to make the following appointments to the Zoning Board of Adjustment: reappoint Jerad Krall to a five-year term ending December 31, 2029, and to appoint Ashley Platz to fill a vacancy of a five-year term ending December 31, 2025.
Motion by Green-Douglass, second by Fixmer-Oraiz, to recommend reappointment of Francis Cretzmeyer to the Coralville Public Library Board of Trustees for a six-year term ending December 31, 2030.
Motion by Green, second by Fixmer-Oraiz, to recommend reappointment of Bill Christensen to the Solon Public Library Board of Trustees for a four-year term ending December 31, 2028. Motion by Green, second by Fixmer-Oraiz to approve the Service Agreement with Covenant Workplace Solutions LLC, Cedar Rapids, for an Employee Assistance Program (EAP) in the amount of $11,972.88 annually with a $1,497 implementation fee.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the Memorandum of Understanding between the Johnson County Board of Supervisors and the Johnson County Ambulance Department for the APRA-funded Apprenticeship Program, in an amount not to exceed $480,000.
Motion by Green, second by Green-Douglass, to approve the Memorandum of Understanding between the Johnson County Board of Supervisors and the Johnson County Secondary Roads Department for the APRA-funded Apprenticeship Program, in an amount not to exceed $240,000.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the Provider Participation Agreement with the Iowa Department of Health and Human Services, Des Moines, for participation in the Ground Emergency Medical Transportation Uncompensated Cost Prospective Payment Program for Fiscal Year 2026.
