Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:01 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
All actions were taken unanimously.
Motion by Green, second by Green-Douglass, to approve the claims on the Auditor’s Claim Register for July 18, 2024.

Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Green, second by Fixmer-Oraiz, to approve the applications for alcohol license for Lucky Wife Wine Slushies, Wilson’s Orchard & Farm, and Walker Homestead Farm & Winery as contained in the agenda packet of this meeting.
Motion by Green-Douglass, second by Porter, to receive and place on file the Clerk’s Report of Fees Collected for the month of June 2024, in the amount of $33,386.47, as submitted by Clerk of District Court Alison Meade.
Motion by Green, second by Green-Douglass, to receive and place on file the Recorder’s Report of Fees Collected for the month of June 2024, in the amount of $315,774.11, as submitted by County Recorder Kim Painter.
Motion by Green-Douglass, second by Green, to receive and place on file the Sheriff’s Report of Fees Collected for the quarter ending June 30, 2024, in the amount of $48,393.97, as submitted by County Sheriff Brad Kunkel.
Motion by Green-Douglass, second by Fixmer-Oraiz, to receive and place on file the Sheriff’s Condemnation Report for Fiscal Year 2024, as submitted by County Sheriff Brad Kunkel.
The Board acknowledged receipt of the June 10, 2024, Planning and Zoning Commission Meeting Minutes and the July 8, 2024, Report of the Planning and Zoning Commission.

AN ORDINANCE AMENDING THE JOHNSON COUNTY UNIFIED DEVELOPMENT ORDINANCE BY CHANGING THE CLASSIFICATION OF CERTAIN PROPERTY FROM A-AGRICULTURAL TO R-RESIDENTIAL
Summary: The purpose of this ordinance is to amend the Johnson County Unified Development Ordinance by changing the classification of the real estate described below from A-Agricultural to R-Residential located in Newport Township and comprised of approximately 1.99 acres to wit:
DESCRIPTION
Beginning at the East Quarter Corner of Section 24, Township 80 North, Range 6 West, of the Fifth Principal Meridian, Johnson County, Iowa; Thence S88°49’58”W, along the South Line of the Southeast Quarter of the Northeast Quarter of said Section 24, a distance of 167.54 feet; Thence Northwesterly, 208.20 feet, along a 383.00 foot radius curve, concave Southwesterly, whose 205.64 foot chord bears N72°36’03”W; Thence N01°12’13”W, 196.29 feet; Thence N88°47’47”E, 362.44 feet, to a Point on the East Line of the Southeast Quarter of the Northeast Quarter of said Section 24; Thence S01°12’13”E, along said East Line, 262.00 feet, to the Point of Beginning. Said Rezoning Parcel contains 1.99 Acres and is subject to easements and restrictions of record is hereby changed from A-Agricultural to R-Residential. Effective date: After its passage, approval, and publication as part of the proceedings of the Board of Supervisors. RESOLUTION SETTING A PUBLIC
HEARING
ON VARIOUS DEVELOPMENT
APPLICATIONS
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set a public hearing for August 8, 2024, at 5:30 p.m. CT in Room 203 B/C, Johnson County Health & Human Services Building, 855 South Dubuque Street, Iowa City, Iowa, on the following applications: Zoning applications filed by Nolan Navara (PZC-24-28533) and Laurel Neuzil, as signed by Susan Hoyt (PZC-24-28534); and platting applications filed by Chase Steggall (PZC-24-28513), Darrell and Carolyn Marak (PZC-24-28512), Daniel and Leslie Kehl (PZC-24-28523), and Laurel Neuzil, as signed by Susan Hoyt (PZC-24-28537). Authorize the Auditor to publish the official notice of the above public hearing. Motion by Green, second by Green-Douglass, to approve Resolution No. 07-18-24-01.
Motion by Fixmer-Oraiz, second by Porter, to approve the American Rescue Plan Act Underestimated Business Finance Program Subrecipient Agreement with Community Foundation of Johnson County, Coralville, in an amount not to exceed $500,000.
Motion by Green-Douglass, second by Porter, to approve the Fiscal Year 2025 Service Agreement between the Johnson County Board of Supervisors and the Iowa City Senior Center, Iowa City, in an amount not to exceed $62,430.
Motion by Green, second by Green-Douglass, to approve the Fiscal Year 2025 Service Agreement between the Johnson County Board of Supervisors and Workforce Learning Connection at Kirkwood Community College, Coralville, in an amount not to exceed $15,285.40.
RESOLUTION NO. 07-18-24-02
ENDORSING APPLICATION FOR TRAFFIC SAFETY IMPROVEMENT PROGRAM GRANT FUNDS FOR TURN LANES FROM HIGHWAY 1 ONTO 210TH STREET
Summary: Existing and future growth and development anticipated within the fringe area of the City of Solon, may increase traffic along Iowa State Highway 1 (Iowa 1) and through its intersections with 210th Street and Dillons Furrow Road. To enhance traffic safety, the County Engineer recommends pursuing a Traffic Study Improvement Program (TSIP) grant to fund a turn lane project on Iowa 1 at its intersection with 210th Street. Board Action: Resolved to support and endorse the grant application. Directed the County Engineer to pursue available TSIP grant funding for the project and to program it as soon as practicable. Motion by Green-Douglass, second by Green, to approve Resolution No. 07-18-24-02.

Summary: Following the guidelines of a continued structure inspection program, all bridges are inspected, analyzed, and rated. The Operating Rating for Johnson County Structure Number M-18-1 has been lowered to three (3) Tons. Board Action: As recommended by the County Engineer, the three (3) Ton load limit for all vehicles is established on the above structure and its approaches; and the load limit is legal, valid and enforceable, effective immediately. Motion by Green-Douglass, second by Porter, to approve Resolution No. 07-18-24-03.

RESOLUTION NO. 07-18-24-05

Summary: Following the guidelines of a continued structure inspection program, all bridges are inspected, analyzed, and rated. The Operating Rating for Johnson County Structure Number R-32-1 has been lowered to three (3) Tons. Board Action: As recommended by the County Engineer, the three (3) Ton load limit for all vehicles is established on the above structure and its approaches; and the load limit is legal, valid and enforceable, effective immediately. Motion by Green-Douglass, second by Porter, to approve Resolution No. 07-18-24-05.
Motion by Green, second by Fixmer-Oraiz, to approve adding one Full Time Driver position to Johnson County SEATS, effective July 18, 2024.
Motion by Green-Douglass, second by Green, to approve the pay ranges for the Non-Bargaining Pay Plan effective July 1, 2024. Porter expressed concern about the questions directed at Human Resources (HR) during a recent Work Session and stressed the need to trust the recommendations of staff to the Board. Fixmer-Oraiz emphasized the Board’s role in oversight and making final decisions. Green said the HR items from the referenced Work Session will be voted on at an upcoming Formal Meeting.
Motion by Green, second by Green-Douglass, to appoint Hayley Crabb to the Johnson County Livable Community for Successful Aging Policy Board for a three-year term ending June 30, 2027.
