RIVERSIDE CITY COUNCIL MEETING: Monday, May 15, 2023

City Council met at 5:30 PM for a work session at 71 E 3rd Street.
The regular Riverside City Council meeting started at 6:04 pm in the Riverside City Council Chambers. Mayor Allen Schneider called the meeting to order, with Kevin Kiene, Lois Schneider, and Kevin Mills present. Tom Sexton and Edgar McGuire were absent.
Motion made by Schneider, second by Mills to approve agenda. Passed 3-0.
Motion made by Schneider, second by Kiene to approve consent agenda, including May 1st, minutes, expenditures, and April Fire Department Report. Passed 3-0.
Schneider moved, second by Kiene to open Public Hearing to amend FY 23 Annual Budget at 6:06 pm. There were no oral or written comments. Mills moved, second by Kiene to close Public Hearing at 6:07 p.m.
Craig Kuepker, Urban Acres presented estimated valuation of City owned building at 40 W 1st Street.
Helen Orzula discussed tree planting for her Eagle Scout project.
Luis Ramirez, of PeopleService Inc., presented the monthly water and wastewater report, discussed Flygt pump repairs at wastewater plant, repairs of E&H Chlorine and PH Panel, and Harn R/O Systems proposal to evaluate water treatment plant.
Brian Boelk, Axiom Consultants updated the city council on the 3rd Street project, Wastewater Treatment Plant, Water Treatment Plant, Railroad Park surface repair, Kirk Birthplace ramp, Kleopfer-Buckeye storm water drainage, and Hwy 22 watermain issues.
Motion by Schneider, second by Mills to pass Resolution #2023-40, Adopting City Budget amendment for FY 22-23. Passed 3-0.
Kiene moved, second by Mills to pass Resolution #2023-41, Approving estimate for repairs to Flygt Pump 3153.181-0082 at the wastewater plant in the amount of $10,236.00. Passed 3-0.
Mills moved, second by Kiene, to pass Resolution #2023-42, Approving repair of E&H Chlorine and PH Panel from HACH Company in the amount of $8139.00. Passed 3-0.
Mills moved, second by Schneider, to pass Resolution #2023-43, Approving proposal for evaluation of the water treatment plant from Harn R/O Systems, Inc. in the amount of $9150. Passed 3-0.
Motion by Kiene, second by Mills, to pass Resolution #2023-44, Approving Change Order #17 to Streb Construction Co. Inc. for filling gap on the retaining wall in the 3rd Street Project. Passed 3-0.
City Admin Cole Smith updated Council on 3rd Street complaints, Nuisance Conference, tree removal on 4th Street, FY 23 Audit, tax exemption for 40 W 1st Street, and Council chambers repair.
Admin explained Alliant Energy Spring 2023 grant award. Kiene moved, second by Mills to fund grant balance of $1685. Passed 3-0.
Council reviewed April Utility reports, and financials.
Motion by Mills, second by Kiene to adjourn at 7:50 p.m. Motion carried 3-0.
