Regular meeting of the Kalona City Council with Mayor Pro Tem Bender presiding. Motion was made by Spitzer, and seconded by J Schmidt, to approve the agenda.
Council members present: J Schmidt, G Schmidt, Spitzer, and Beisheim.
Motion was made by Spitzer and seconded by G Schmidt approving the meeting minutes on October 21, 2024. With all voting yes, the minutes were approved and published.

Consideration of selling Sharon Hill Cemetery Deeds to the following:

Motion was made by G Schmidt and seconded by Spitzer, to approve the sale. With all voting yes, the motion carried.
Consideration of construction plans and specifications for Incline Grove Phase - 2, for lots 9-14. The council reviewed the recommendation from the Planning and Zoning board regarding the property. A motion was made by J Schmidt and seconded by G Schmidt, to approve the presented plans and specifications. With all voting yes, the motion was carried.
Consideration of Subdivision site plan waiver application for Incline Grove Phase – 2, for lots 9-14. The letter from the Planning and Zoning Board, outlining the waiver, was presented to the council. The waiver included the following:
Allowing storm sewer connections that would be serviced by each lot’s septic due to no sewer connectivity in that area.
Sidewalks on the north two lots as well as previous lot #8 would be excluded from front sidewalk since they have trail connectivity in their back yard.
Sidewalks on the south lots would have a 5’ sidewalk as they do not have trail connectivity in the back yard.
A large scale lighting requiring each acreage lot has to have a carriage light installed that is in line with Incline Grove Phase 1. Each lot in Phase – 2 is 1.55 plus in acreage.
A motion was made by G Schmidt and seconded by Beisheim, to approve the site waiver. With all voting yes, the motion carried.
Resolution 2024-II, a resolution approving the preliminary plat for Incline Grove Phase – 2, for lots 9-14. Whereas, Moyna Holdings has cause to request that their preliminary plat for 15.06 acres be approved. This plat has been presented to the City of Kalona Planning and Zoning Board, and was approved by their board before coming to the council. A motion was made
J Schmidt and seconded by G Schmidt, authorizing the Mayor and City Clerk to sign the same. The council was then polled with J Schmidt, Spitzer, G Schmidt, and Beisheim, with each voting yes to approve the preliminary plat.
The annual Kalona YMCA presentation was shared by the Washington County YMCA CEO, Amy Schulte, who was present. Schulte shared how the summer programs went for the 2024 season, and how the Kalona Community Center memberships were trending. It was also shared with the council that the Kalona residents’ rates would see a roughly 9% increase in the coming year. Schulte answered questions the council had. A motion was made Spitzer, and seconded by G Schmidt, recognizing the annual report and increase. With all voting yes, the motion carried.
