BOARD OF SUPERVISORS
WASHINGTON COUNTY, IOWA
REGULAR MEETING OF TUESDAY, APRIL 16, 2024

At 9:00 am Chair Richard Young called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: Quarterly Report–Recorder; Quarterly Report–Auditor; personnel change request–Ambulance Services; application for Class C Retail Alcohol License-The Exchange On Vine, LLC-License Renewal; Res. 24-15 authorizing/approving a certain Loan Agreement, providing for the issuance of $2,345,000 General Obligation County Purpose Bonds, Series 2024A and providing for the levy of taxes to pay the same; Equipment Proposal from Midwest Surplus Inc. for newly reconditioned concrete Communication Building; estimate from Seeser Crane South, Inc. d/b/a Townsend Crane for offloading and setting of newly reconditioned concrete Communications Building. Supervisors Marcus Fedler, Jack Seward Jr., Bob Yoder, and Stan Stoops were also present.
All motions were passed unanimously unless noted otherwise.
The Board voted to approve the agenda as published.
The Board voted to acknowledge receipt of the Recorder’s 3rd quarter report for FY24 and authorize the Chair to sign the report. The report, presented by Recorder Teresa Mangold, reflected revenues for the quarter in the amount of $107,398.56 with the county retaining $42,119.22. The complete report is available in the Recorder’s office.
The Board voted to acknowledge receipt of the Auditor’s report for the 3rd quarter of FY24 and to authorize the Chair to sign the report. The report, presented by Auditor Dan Widmer, reflected revenue of $1,690.00 from transfer fees and $70.00 from election services for a total of $1,760.00. The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from Ambulance Services for Carrie Ornduff final day of employment occurred April 16, 2024.
The Board voted to approve an application from the Exchange on Vine, LLC, 1734 Vine Avenue, Riverside, Iowa, for a Class C Retail Alcohol License, including Outdoor Services, for the period of May 1, 2024, to April 30, 2025. Washington County Sheriff Jared Schneider expressed no issues with the application.
The Board voted by way of roll call vote to approve Res. 24-15 and authorize the Chair to sign Res. 24-15.
The Board voted to approve and accept a quote from Midwest Surplus Inc., Swisher, IA in the amount of $45,500.00 for a newly-conditioned 2004 9ft. x 16ft. concrete communication shelter and $750.00 for delivery of the shelter. The accepted bid was the lowest of the three bids with the other two bids coming in at $82,700.00 and $66,170.00.
The Board voted to approve and accept a bid from from Townsend Crane, Swisher, IA in the amount of $2,920.00 to perform the task of unloading the concrete commmunications shelter.
At 9:23 a.m. the Board voted to adjourn.
