RIVERSIDE
The Riverside City Council approved a Fiscal Year 2024 budget of $3.48 million at its regularly scheduled meeting Monday.
The expenditure total is nearly $3 million less than FY23, mostly due to the extensive Third Street water and sewer main project that has cost about $3.2 million. The project is expected to be completed this spring.
Property taxes will cover more than $900,000 of the FY24 total with other incoming funds coming from the state and hotel taxes from the Riverside Casino & Golf Resort.
The largest capital expenditures in the coming year are likely to occur in repair and construction projects at the city’s water treatment and wastewater plants.
A public hearing was held Monday night, followed by the Council’s 5-0 approval vote.
Downtown Improvement
Rodney and Jodi Gehman (JJS Investments) were awarded with $25,000 in a matching grant for repair work on the façade of their building on First Street in downtown Riverside.
The work includes about $25,000 on storefront windows and panels and more than $10,000 in repair brick and stucco.
At a work session held March 29, Jodi Gehman told council members that structural issues happened because of trouble with the building’s roof.
The building will be home to a therapy business.
The Council hopes its Downtown Revitalization Grant program can also be used for work on other buildings downtown.
Council Action
The Council approved the purchase of a John Deere Gator vehicle from Sinclair Tractor of Kalona for $27,250. Part of the deal is the trade-in of a city-owned mower for $10,500.
The Council approved a proposal of $30,352.20 from LL Pelling of North Liberty for street repairs and maintenance.
The Council approved an agreement with East Central Iowa Council of Governments (ECICOG) for the preparation of a Downtown Revitalization Community Development Block Grant.
The Council set April 17 as the date for a public hearing on the proposed rezoning of properties located on the west side of Casey’s near Highway 218 on Highway 22. Both properties are proposed to go from C-3, Avenue of Saints Commercial, to C-1, Central Business Commercial.
At its March 29 meeting, the Council approved a 28E agreement with the Washington County Humane Society (PAWS & More Animal Shelter). The three-year agreement begins July 1, and covers stray cats and dogs, in addition to other contracted services.
Next board meeting: The City Council’s next regularly scheduled meeting is at 6 p.m. April 17.
